SUBJECT: Consider Resolution Rescinding Resolution No. 2008-2783 Pertaining
to Parking Restrictions on Miller Parkway and a Portion of Peach Hill
Road East of Spring Road, and Establishing Revised Parking
Restrictions for Said Streets
BACKGROUND
On December 17, 2008, the City Council adopted Resolution No. 2008-2783, re-
establishing the parking restrictions on Miller Parkway and on that portion of Peach Hill
Road east of Spring Road. Resolution No. 2008-2783 also established a Loading Zone
from 3:00 p.m. to 3:30 p.m. Monday through Friday on a portion of the north side of
Peach Hill Road, west of Miller Parkway. In that it has been deemed necessary to revise
certain of the parking restrictions set forth in said Resolution, a new Resolution has been
prepared.
DISCUSSION
The Moorpark Unified School District has requested that staff review the parking and
traffic conditions during Mesa Verde Middle School's start and dismissal hours on the
north side of Peach Hill Road. The request includes the addition of a morning unloading
zone from 8:30 a.m. to 10:00 a.m. and revising the afternoon loading zone to 2:30 p.m. to
4:00 p.m., all within the limits of the current loading zone. Currently, during the morning
school drop-off hours, vehicles are often parked along the section of road where vehicles
are queuing up to drop off students at the school entrance, causing them to maneuver out
and around the parked cars. This tends to cause traffic congestion in an already busy
section of road. The requested hours are a more favorable match with the school's
current schedule than the current loading zone hours. Staff has observed the conditions
and is recommending a revision to the parking restrictions to provide for a loading and
unloading zone during the periods of 8:30 a.m. to 10:00 a.m. and 2:30 p.m. to 4:00 p.m.,
Monday through Friday.

The attached resolution rescinds the resolution currently in effect for this portion of
Peach Hill Road and adopts revised parking restrictions, including the above described
loading and unloading zone.
FISCAL IMPACT
The estimated cost to replace the existing signs is $200 and the principal at Mesa
Verde Middle School has stated they will reimburse the City for this cost.

RESOLUTION NO. 2011 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NO.
2008-2783 PERTAINING TO PARKING RESTRICTIONS ON
MILLER PARKWAY AND A PORTION OF PEACH HILL ROAD
EAST OF SPRING ROAD AND ESTABLISHING REVISED
PARKING RESTRICTIONS FOR SAID STREETS
WHEREAS, Section 22507 of the California Vehicle Code (CVC) provides for the
restriction and/or prohibition of parking and/or stopping on any local streets by a local
agency; and
WHEREAS, pursuant to said provisions, the City Council adopted Resolution No.
2005-2352 establishing certain parking restrictions on Miller Parkway and on that portion
of Peach Hill Road east of Spring Road; and
WHEREAS, the City Council rescinded Resolution No. 2005-2352 on July 18,
2007 and adopted Resolution 2007-2615 and established revised parking restrictions on
Miller Parkway and on that portion of Peach Hill Road east of Spring Road; and
WHEREAS, the City Council rescinded Resolution No. 2007-2615 on December
17, 2008 and adopted Resolution 2008-2783 and established revised parking restrictions
on Miller Parkway and on that portion of Peach Hill Road east of Spring Road; and
WHEREAS, the City Council has determined that it is necessary to revise certain
of the parking restrictions established by the said Resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Resolution No. 2008-2783 is hereby rescinded.
SECTION 2. "NO STOPPING ANYTIME" zones are hereby re-established on
Miller Parkway at those areas generally described in Exhibit `A' attached hereto and made
a part hereof, and more specifically defined as follows:

SECTION 6. The City Engineer may establish additional No Stopping Anytime
restrictions along the east side of Miller Parkway between Miller Park and Peach Hill
Road, as deemed necessary and appropriate to provide adequate visibility at entrances to
the roadway.

SECTION 7. The parking restrictions provided for herein shall not apply to Bus
Stops, Loading Zones and other such areas so designated by appropriate signs and/or
markings.
SECTION 8. The City Manager shall cause the placement of appropriate signs
and/or markings giving notice of the parking restrictions provided for herein.
SECTION 9. The City Clerk shall certify to the adoption of this resolution and shall
cause a certified resolution to be filed in the book of original resolutions.
