BACKGROUND On March 16, 2011 the City Council approved a Pesticide Application Plan to comply with the California Water Resources Control Board (Board) Water Quality Order No. 2011-0002-DWQ, General NPDES Permit for Biological and Residual Pesticide Discharges from Vector Control Applications. The Board Order mandated that all vector control agencies that apply pesticides to bodies of water of the United States or any body of water that could potentially flow to a body of water of the United States submit a Notice of Intent (NOI) to the Board. The NOI in turn requires that a Pesticide Application Plan (PAP) be submitted. The PAP provides a description of what pesticides the vector control agency utilizes and how it ensures that the pesticides are managed appropriately. The final component of the Order is for the City to adopt a Monitoring Plan. DISCUSSION The state Water Quality Control Board has returned comments to other vector control agencies that suggest that it may be appropriate for the City to amend its PAP to conform with the Board's latest requirements. Addendum No. 1 (attached) includes more detailed information on pesticides that the City might consider using in the future, and provides certain other information that the Board has requested of other agencies. 237 Honorable City Council Meeting of October 19, 2011 Page 2 FISCAL IMPACT None. STAFF RECOMMENDATION Adopt Addendum No. 1 to the Pesticide Application Plan subject to final language approval by the City Manager and authorize the City Manager to sign and submit the amended Plan, and any necessary updates in the future. Attachment; Addendum No. 1 238 ADDENDUM NO. 1 Pesticide Application Plan ADDENDUM to City of Moorpark Vector Control Division Pesticides Application Plan (PAP) for General Permit No. CAG 990004 The following is to be added to page 2 end of paragraph titled "Division Boundaries and Target Areas"of the PAP. (See charts Pages 28-29 City of Moorpark Mosquito Sources) Other potential target areas can include any still or standing water sites for more than 96 hours (4 days), permanent or temporary, natural or man-made, that may or may not have potential inflow or outflow, high wetland or wildlife values or be hydrologically connected to others within the boundaries of the City of Moorpark. The following is to be added to page 10 paragraph C (Chemical Control) to the PAP. The following list of products below may be used by the division for larval or adult mosquito control. Products are typically applied by hand, hand can or backpack sprayer, and truck. They may also potentially be applied by ATV, helicopter, or airplane.
