SUBJECT: Consider Notice of Completion for the Collins Drive and University
Drive Traffic Signal Installation (Project 8078)
BACKGROUND
In May 2005, a traffic signal warrants analysis was performed at the intersection of Collins
Drive and University Drive. The analysis found that the installation of a traffic signal at
this location is warranted based on traffic volume and accident history. In May 2008, the
City and the Ventura County Community College District ("District") entered into a
settlement agreement which requires the City to complete the construction of the subject
traffic signal by June 30, 2011. That agreement further requires the City to fund the
design and construction of these improvements using the District's tax increment
allocation for property taxes received from the Moorpark Redevelopment Agency. The
settlement agreement stipulates that the District's tax increment allocation is to be
transferred to the City for the period of Fiscal Year 2006/07 to Fiscal Year 2024/25, up to
a cap of$1,000,000.
On February 4, 2009, the City Council approved this project by establishing Project 8078
in the City's Capital Improvement Budget. The firm of Hartzog and Crabill was retained to
prepare the plans and specifications for the project. On January 5, 2011 the City Council
approved the plans for the project and authorized staff to advertise for construction bids.
DISCUSSION
On April 6, 2011, the City Council awarded a construction contract to Taft Electric
Company, Inc., in the amount of $109,714.00 for installation of a traffic signal at Collins
Drive and University Drive. The scope of work included all signal poles, electric

equipment, video detection system, seven detector loops, traffic signs and
thermoplastic striping for a fully signalized, four-way intersection. The City previously
acquired the traffic signal poles, controller and cabinet to expedite the project. The City
Council also authorized the City Manager to amend the construction contract for project
contingencies in an amount not to exceed $15,000.00 if and when the need arose for
extra work and services.
One change order for a net credit to the City in the amount of $1,214.94 was approved for
the project. The change order included deductions for vehicle detector equipment not
installed and additions for video detection systems for the college driveway. The new
signal was energized and fully operational on June 16, 2011 ahead of the June 30, 2011
deadline in the settlement agreement. Final inspection has been completed and the work
has been found to be acceptable. At this time it would be appropriate for the City Council
to accept Project 8078 as complete so that the City Clerk may record the Notice of
Completion (attached). If no Stop Notices are received from subcontractors or suppliers,
the ten percent retention will be released thirty-five (35) days after the date of the
recordation of that notice. Additionally, the City Clerk's Office will be authorized to release
Project 8078's bonds in accordance with the contract provisions:
• Faithful Performance Bond # 58681089 and Material Suppliers and Laborer Bond
Requirement # 58681089 shall be released one year after the date of recordation
of the Notice of Completion.

In total, the project was completed $32,143.11 under budget (or 13.04%). Staff expects
additional non-construction related costs not to exceed $2,000.00 for fine tuning of the
signal timing and connection of the remote communication system. The project is
funded from the District's property tax increment allocation deposited in the Capital
Projects Fund (4000). To date, the City has received $290,473.74 from FY 2006/07
through FY 2010/11.
STAFF RECOMMENDATION
Authorize the City Clerk to file the Notice of Completion for the project, and authorize the
release of the project bonds as outlined above.
