SUBJECT: Consider Conejo Valley YMCA Request to Use the High Street Arts
Center for Youth and Government Event
DISCUSSION
The City has received a written request from the Conejo Valley YMCA for the use of the
High Street Arts Center and the theater's sound system for its Annual Bill Night Event on
November 17, 2011, from 5:00 p.m. to 9:30 p.m. In addition to using the theater, the
YMCA is also asking that the Council waive the City's facility rental fees.
The Youth and Government delegation participating in the event will be comprised of
approximately 250 people, mostly students from Moorpark High School.
Historically, the City has only waived facility fees for Moorpark non-profit groups. Since the
Conejo YMCA does not meet this criteria, but is providing an educational experience
involving Moorpark students, staff proposes that the City co-sponsor the event, including
use of the sound system. The Theater Director is available to operate the sound system
for the event as a volunteer. Normally, theater rental for one night would be $200, plus
$150 for use of the sound system with an audio technician. With the City's co-sponsorship,
no facility rental fees would be charged. The Council did approve this same request from
the Conejo Valley YMCA in 2009 and 2010, when the events were held in the Apricot
Room.
STAFF RECOMMENDATION
Approve the co-sponsorship of the Conejo Valley YMCA Youth and Government Event on
November 17, 2011.

Dear Mayor Parvin and Council Members;
On behalf of the Conejo Valley YMCA Youth and Government delegation for the 2011-2012
school year, I would like to request the use of the High Street Theater on Thursday, November
17", 2011 for our annual Bill Night event.
As you are aware, the YMCA Youth and Government Program provides high school students
(mostly from Moorpark High School) the opportunity to participate in a model legislature and
court program. Over the course of the program year, youth participants in our delegation
construct a variety of legislative bills to be considered for our Statewide Sacramento conference
in February. The annual Bill Night event is an opportunity for the youth participants to formally
present and debate the legislative bills they created. A panel of community leaders serve as
judges who will rate the variety of bills that will then determine which ones will be sponsored by
our delegation and sent to Sacramento for debate and consideration by the model legislature. If
our bills are passed and signed by the youth Governor, they will be included in a packet sent to
the official State Legislature.
Our delegation would like to request the use of the High Street Theater as a formal facility for
our event. The use of this facility will give the students an opportunity to demonstrate their skills
they have practiced prior to debating on the actual capital floor. We are looking to use the facility
on Thursday, November 17", 2011 from 5pm-9:30pm to accommodate approximately 250
people and use of a sound system, if possible, to help us facilitate the event.
