SUBJECT: Consider Presentations from Applicants to Fill Vacancies on the
Library Board
BACKGROUND
The application period, to fill two vacancies on the Library Board created by the June
30, 2016, expiring terms of Board Members Heather McGregor and Jose Rios closed on
May 6, 2016, with no applications received. A new recruitment was initiated with a
deadline for interested persons to submit applications by 5:00 p.m. on June 3, 2016.
Five (5) applications have been received and have been provided to the City Council
under separate cover from the following:
Tina Brown
Francine Dudenhoeffer
Heather McGregor (Incumbent serving 2013-2016)
Jesse Norwalt
Jose Rios (Incumbent serving 2015-2016)
The application requires applicants to attend the June 15, 2016, regular City Council
meetings to give a presentation to the Council on qualifications and interest in the
appointment. All applicants have confirmed they can attend the June 15 meeting. The
City Clerk will conduct a random drawing of the names of the applicants just prior to the
start of the meeting to determine the order in which they will speak.
DISCUSSION
The City Council's adopted procedure for appointments (Policy 2.2 [9.]) in Resolution
2015-3378) is as follows:
A. The Mayor shall solicit suggested nominees from members of the Council.
B. Prior to making a motion for appointment, the Mayor shall announce the
names of all persons he/she intends to nominate, and in the order to be

nominated, for a board, commission, or committee.
C. The Mayor shall then make a motion putting forth each individual name to
be approved for appointment.
D. A second shall be required.
E. The Council shall vote on each appointment individually.
STAFF RECOMMENDATION
Hear presentations from applicants and appoint two representatives to serve on the
Library Board for a three-year term expiring in June 30, 2019.
