SUBJECT: Consider Sending Letter of Intent to Provide A Building Site of
Between .75 and 1.00 Acres in College View Park to the
Ventura County Fire Protection District for a New Fire Station
BACKGROUND & DISCUSSION
For a number of years (since 1999) the City of Moorpark (City) and the Ventura County
Fire Protection District (District) have been planning for Fire Station 48, a new station to
be located in the Campus Park Area. Both the City and the District have discussed a
possible site at the northeast corner of College View Park. (Attachment 1 shows the
possible site). Another site considered and discussed was a site at the east end of
Campus Park Drive owned by Moreland Investments. A site option for a new station in
the proposed North Park Village Development was also discussed but not pursued
when the development was turned down by Moorpark voters in February 2006.
The District has suggested that a site of between .75 and 1.0 acres would be sufficient
for the new station.
If the City Council wishes to provide land for other than park uses that was acquired
and /or improved with Quimby Grant Funds, suitable acreage would need to be acquired
by the City to offset the taking of the College View Park property. Recent acquisitions by
the City of park property on Second Street (.344 acres) and open -space land west of
Moorpark Road (80 acres) are more than sufficient to replace the property in College
View Park. The substitution action can be implemented by the City Council at the time a
formal land transaction is made.
The District has asked for a written commitment by the City to lease or donate the site
needed for the station prior to the expenditure of District resources to begin architectural
planning for the new station.

FISCAL IMPACT
Since the property for College View Park (formerly Griffin Park) was donated to the
County and later included in the City of Moorpark by Griffin Development Company, a
current value for the property will need to be determined. The site would be donated at
that value for so long as the site is used for a fire station, or a long -term lease made
available for $1.0 per year
STAFF RECOMMENDATION
Authorize the Mayor to send a letter to the Fire District offering to provide a site of
between .75 and 1 acre at the northeast corner of College View Park.
