SUBJECT: Consider Resolution Authorizing Submittal of a Grant Application to
the Ventura County Community Foundation (VCCF) for ArtsLIVE,
Non - Matching, Contract Grant Funds for the Access to Art Project for
Older Adults, and Authorizing City Manager to Sign All Related
Agreements
DISCUSSION
The City Council is being asked to adopt a resolution (Attachment A) approving and
authorizing the submittal of a grant application to the Ventura County Community
Foundation (VCCF) for $7,500 in ArtsLIVE, Non- Matching, contract grant funds for an
Access to Art Project for Older Adults.
The VCCF has issued a Request for Proposals (RFP) to Ventura County nonprofits and
public agencies for arts program funding. The VCCF is partnering with the James Irvine
Foundation through ArtsLIVE, a three -year arts initiative in Ventura County. The goal of
ArtsLIVE grants is to raise the profile of local arts organizations and artists, and to
highlight the depth and breadth of the arts produced in Ventura County, with an
emphasis on art programs produced by or for youth, seniors and traditionally under-
represented groups.
Studies show that involvement in a challenging professionally -led arts program has
positive effects on longevity and overall health in later life. Moorpark Active Adult
Center's Access to Art Project for Older Adults will feature gourd art classes. The
Project will provide a series of gourd art classes and fund the purchase of display
stands and related equipment for a gourd art exhibit.

The grant funds available through the current RFP are targeted for performing,
traditional and folk arts. As the gourd has a long history as a basis for folk art and craft,
focusing the Access to Art Project on gourd art classes falls well within the parameters
of the traditional and folk art grant category.
Completed applications are due to VCCF by February 5, 2010, at 1:00 p.m.
FISCAL IMPACT
The Active Adult Center currently offers four eight -week gourd art class sessions during
the fiscal year. Student material fees received are deposited back to the General Fund,
with a portion of class costs paid from the General Fund. In addition to student material
fees and the General Fund, gourd art classes are funded in part by the Active Adult
Center Trust. If this grant proposal is successful and funds are received for the Access
to Art for Older Adults Project, charges against the General Fund will be reduced by
approximately $2,000.

RESOLUTION NO. 2010-
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF MOORPARK, CALIFORNIA, AUTHORIZING A
GRANT APPLICATION REQUESTING MONIES FROM
VENTURA COUNTY COMMUNITY FOUNDATION
(VCCF) FOR AN ACCESS TO ART PROJECT FOR
OLDER ADULTS AT THE MOORPARK ACTIVE ADULT
CENTER.
WHEREAS, the City Council is dedicated to the support of beneficial
programs for older Americans in the City of Moorpark; and
WHEREAS, participation in a professionally -led arts program has been
proven to have a positive effect on longevity and overall health in late life; and
WHEREAS, funds for targeted Traditional and Folk Arts programs in
Ventura County are available in the form of a grant through Ventura County
Community Foundation.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
MOORPARK DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1,The City Council hereby approves and authorizes the grant
application through Ventura County Community Foundation to secure funds for
an Access to Art for Older Adults: Gourd Art Class. Further, the City Council
hereby authorizes Steven Kueny, City Manager, to serve as signatory for the City
Council on all matters related to the administration of this grant.
SECTION 2 ,The City Clerk shall certify to the adoption of the resolution
and shall cause a certified resolution to be filed in the book of original resolutions.
