Riley, Assistant City Mana QP Prepared By: David Lasher, Senior Management Analy DATE: January 12, 2010 (CC Meeting of 1/20/2010) SUBJECT: Consider Ranking Recommendations Associated with FY 2010 -11 Community Development Block Grant (CDBG) Funding Proposals BACKGROUND In past years, the City Council has reviewed the public project applications for Moorpark's share of the County's annual CDBG allocation. In FY 2009 -10 Moorpark's share of the allocation was $199,002. Fifteen percent (15 %) of the allocation, $29,850 was allocated to these Public Service Projects in the following amounts: Catholic Charities $14,000.00 Food Share $4,000.00 Long Term Care Services $3,000.00 RAIN Project $4,850.00 The remaining funding of $169,152 was allocated to the City's Public Facility Project, the Ruben Castro Human Services Center. However, commencing with the 2010 -11 grant year, the allocation process has changed, with the County of Ventura taking primary responsibility for the review of all applications for CDBG funding in the County Entitlement Area. The change to the allocation process was instituted to address changes to CDBG program requirements in the past fifteen years, and is intended to improve the program's efficiency, reduce the liability of cities in the entitlement area, and ensure that the funds are allocated to persons of low and moderate income. This will significantly impact the application process and the allocation of grant funds to agencies offering services under CDBG guidelines in the County and within Moorpark. The amendments to the cooperating agreement and the grant application process, mean that the City will no longer hold a public hearing to discuss CDBG funding. 15 Honorable City Council January 20, 2010 Page 2 Additionally, the City Council will no longer have final approval authority over the grant allocation process. Instead, in conjunction with the new procedure, the County has forwarded the applications for agencies proposing to serve Moorpark residents to the City for review and prioritization. At this time, staff has ranked the ten proposals associated with the City of Moorpark as shown in Attachment 1. The proposals were presented to the City Council under separate cover. DISCUSSION It would be appropriate at this time for the City Council to review the ranking recommendations. The City must return its recommendations by January 29, 2010. It is important to keep in mind, that if the Human Services Center is built, Catholic Charities will be requesting a larger allocation of CDBG funds. Without other outside funding this request will most likely encompass the entire City of Moorpark CDBG funding allocation for public service projects. After a prioritized list is returned to the County, a joint panel of City and County staff will review the applications and develop funding recommendations for the County Board of Supervisors. It is our understanding that the funding recommendations will be calculated based on the amount of funding in a proposal applicable to the City. Then funds will be allocated to the applicants based on the City's prioritization within a five percent (5 %) variance of the cap of Moorpark's previous allocation of approximately $199,002. A subsequent public hearing will be held by the County on March 10, 2010 to review the funding recommendations and seek input on, and make adjustments to, those recommendations, as appropriate. On May 4, 2010, the County Executive Office intends to present the Annual Plan to the County Board of Supervisors consistent with the current process. STAFF RECOMMENDATION Review the FY 2010 -11 CDBG public facility and public service project proposals and ranking recommendations and authorize staff to forward the recommendations to the County Executive Office for review.
