SUBJECT: Consider Amendment No. 4 to Agreement with Tetra Tech, Inc. for
Environmental Documents Related to the Widening of Los Angeles
Avenue between Spring Road and Moorpark Avenue (Project 8013)
BACKGROUND /DISCUSSION
On June 15, 2005, the City entered into an agreement with Tetra Tech, Inc. to prepare a
Preliminary Environmental Study (PES) for the widening of Los Angeles Avenue from
Spring Road to Moorpark Avenue. The initial agreement was for $9,146.00, but was
reduced to $4,467.00. The agreement has been amended three times. Details on the
amendments and costs are detailed below:

IS /MND and Technical Studies.
Tetra Tech provided the Final Supplemental Initial Study /Environmental Assessment
(IS /EA) for the Project. In order to complete the Project, Tetra Tech provided a number
of services that were not included in the initial Agreement or any of the previous
Amendments. These additional services included:

1. Revisions to the Noise Technical Study prepared by Accentech, Inc.
2. Prepared and revised a Draft Supplemental IS /EA, incorporated Caltrans'
comments, and recirculated the Draft Supplemental IS /EA to the State
Clearinghouse and the public for a 30-day public comment period.
3. Assisted in preparing a presentation and attended a public hearing for the Draft
Supplemental IS /EA on April 22, 2009.
4. Prepared an Air Quality Conformity Analysis (AQCA) as required by Caltrans and
submitted it to both Caltrans and the Federal Highway Administration (FHWA) for
review and approval (received FHWA approval of AQCA on July 13, 2009).
5. Revised the Air Quality Section (2.2.5) in the Final Supplemental IS /EA to
incorporate comments received from Caltrans. A new section on Climate
Change (2.2.5.6) was added as well.
6. Revised Chapter 3 (Comments and Coordination) in the Final Supplemental
IS /EA to add comments and responses received during the second public
hearing on April 22, 2009.
7. Prepared a Final Supplemental IS /EA and mailed electronic copies to the Elected
Officials Mailing List and members of the public that provided comments during
two public hearings.
Additional descriptions of the services provided are included in Attachment 1. Tetra
Tech provided these services in good faith, with the understanding that they would be
reimbursed after the tasks were completed. Staff is requesting an amendment to the
Agreement in order to reimburse Tetra Tech for the additional services it has provided.
FISCAL IMPACT
Amendment No. 4 will increase Tetra Tech's agreement by $33,592.00. There are
sufficient funds in the Fiscal Year 2009/10 budget to continue to pay for
Design /Engineering. Additional funds will be budgeted in the Fiscal Year 2010/11
Capital improvement program budget if necessary to fund the remainder of the Project's
costs.
STAFF RECOMMENDATION
Approve Amendment No. 4 to professional services agreement with Tetra Tech Inc., to
increase the amount of their agreement by $33,592.00 from $201,627.00 to
$235,219.00 and authorize the City Manager to execute said amendment, subject to
final language approval by the City Manager and City Attorney.

Subject: Request for Increase of Authorized Cost Ceiling to Prepare Environmental Documents for the
Widening of Los Angeles Avenue Project (Amendment No. 4 to Agreement No. 2005 -087)
Dear Yugal:
The -scope of services for this project has been increased to prepem the Final. Supplemental Initial
Study /Environmental Assessment (IS/EA) for widening of Los-Angeles.Avenue for the following items:
• We revised the Noise Technical: Study prepared by Accentech, Inc. to change the
environmental commitment of building soundwalls along Los Angeles Avenue as specified in
the Draft IS/EA. We also revised the Noise Section (Section 2.2.6) in the environmental
document to incorporate the changes made to the Noise Technical Study. We also responded
to Caltrans comments on both the Noise Technical Study and the.modified Noise Section in
the environmental document.
• We prepared a Draft Supplemental IS/EA and incorporated comments received from Caltrans. _ .
on the Draft IS/EA. We recirculated the Draft Supplemental IS/EA to the . State
Clearinghouse and the. public fora -30-day public comment period (April 2, 2009: to May 1;
2009).
• We assisted in .preparing a presentation and .attended the public- bearing for the Draft
SupplementalTS%EA conducted by the City of Moorpark on April 22, 2009..
• . We prepared an Air Quality Conformity Analysis (AQCA) as required by Caltrans .and .

public hearings. We also .provided hard copies and electronic copies of the Final
Supplemental IS/EA io.the City of Moorpark and Caltrans.
We request an increase in our authorized cost ceiling as shown in Agreement No: 2005-087 (Amendment
No. 3) dated August 14, 2007 for our additional work on this project. We estimate an increase in the cost
ceiling from $201,627.00 to $235,219.00 for these additional work items. A breakdown of these
additional costs of $33,592.00 for Amendment No. 4 is shown in Table 1.
We request that the City of Moorpark issue an amendment to Agreement No. 2005 -087 to authorize Tetra
Tech to increase the authorized cost ceiling for this project and to perform this additional work.
