Resolution No. 2010 -2892 Ordinance No. 384 Moorpark Community Center 799 Moorpark Avenue 1. CALL TO ORDER: 2. PLEDGE OF ALLEGIANCE: Presentation of Colors and Pledge of Allegiance by Moorpark Girl Scouts. 3. ROLL CALL: 4. PROCLAMATIONS AND COMMENDATIONS: A. Proclamation Declaring the Week of March 7th through 13th as Girl Scout Week 2010. B. Certificate of Recognition for Moorpark High School Senior, Chaya Turrow for her Volunteer Efforts. 5. PUBLIC COMMENT: (AT THIS POINT IN THE MEETING, THE COUNCIL WILL CONVENE THE REGULAR REDEVELOPMENT AGENCY MEETING, UNLESS CANCELED.) All writings and documents provided to the majority of the City Council regarding all open - session agenda items are available for public inspection at the City Hall public counter located at 799 Moorpark Avenue during regular business hours. The agenda packet for all regular City Council meetings Is also available on the City's website at www.ci.mooroark.ca.us. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing or a Presentation /Action/ Discussion item. Speakers who wish to address the Council concerning a Public Hearing or Presentations /Action/Discussion item must do so during the Public Hearing or Presentations/Action/ Discussion portion of the Agenda for that item. Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public Comments portion of the meeting; for a Presentation/Action/Discussion item, prior to the Mayor's call for speaker cards for each Presentation/Action/Discussion agenda item; and for a Public Hearing item, prior to the opening of each Public Hearing, or beginning of public testimony for a continued hearing. A limitation of three minutes shall be imposed upon each Public Comment and Presentation /Action /Discussion item speaker. A limitation of three to five minutes shall be imposed upon each Public Hearing item speaker. Written Statement Cards may be submitted in lieu of speaking orally for open Public Hearings and Presentation/Action/Discussion items. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON MEETINGS /CONFERENCES ATTENDED BY COUNCILMEMBERS AND MAYOR: 8. PUBLIC HEARINGS: A. Consider Zoning Ordinance Amendment 2009 -03, to Amend Chapter 17.40 Sign Regulations, of Title 17, Zoning, of the Moorpark Municipal Code by Adding Section 17.40.095 to Allow Temporary Directional Signs for Special Events in the Old Town Commercial (C -OT), Planned Community (PC) and Institutional (1) Zones. (continued open public hearing from February 17, 2010) Staff Recommendation: 1) Continue to accept public testimony, and close the public hearing; and 2) Introduce Ordinance No. approving Zoning Ordinance Amendment No. 2009 -03 for first reading, waive full reading, and schedule second reading and adoption for March 17, 2010. (Staff: David Bobardt) 9. PRESENTATION /ACTION /DISCUSSION: A. Consider Partnering with Moorpark Unified School District (MUSD) to Conduct Voter Opinion Poll for Potential Sales Tax Ballot Measure. Staff Recommendation: Support the Opinion Poll in cooperation with MUSD and authorize the City /MUSD Facilities, Programs and Advance Planning Ad Hoc Committee (Councilmembers Milihouse and Van Dam) to participate in the process as outlined in the agenda report and authorize the City Manager to sign the agreement with the consultant, subject to final language approval by the City Manager and City Attorney. (Staff: Steven Kueny) B. Consider Adopting Revised City Council Policies Resolution and Rescinding Resolution Nos. 93 -937, 2004 -2165, and 2009 -2811. Consider Scheduling Joint City Council Meetings with the Moorpark Arts Commission, Parks and Recreation Commission, and Planning- Commission. Staff Recommendation: Direct staff as deemed appropriate. Consider Status Update of Pardee Homes Proposed Residential Development of Vacant School Site in the Moorpark Highlands Specific Plan, Located at the Southeast Corner of Ridaecrest Drive and Elk Run Loop. Staff Recommendation: Receive and file report. (Staff: David Bobardt) D. Consider Adopting a Revised Library Fine and Fee Schedule Resolution and Rescinding Resolution No. 2008 -2673. Staff Recommendation: Adopt Resolution No. 2010- ROLL CALL VOTE REQUIRED (Staff: Jennifer Mellon) E. Consider Exoneration of Cash Bond for Moorpark Chevron, 502 Los Angeles Avenue. Staff Recommendation: Authorize the City Clerk to fully exonerate the $2,500.00 Grading and Improvement Cash Bond associated with the drive through car wash. (Staff: Yugal Lail) F. Consider Resolution Authorizing the Purchase of a Laser Printer for the Finance Department and Amending the Fiscal Year 2009/10 Budget.
