CITY OF MOORPARK,CALIFORNIA City Council Meeting MOORPARK CITY COUNCIL of AGENDA REPORT ACTION: TO: Honorable City Council of: FROM: Ron Nelson, Captain ��� DATE: March 11, 2010 (CC Meeting of 3117110) SUBJECT: Consider Report on Uniform Crime Rates in the City of Moorpark During 2009 SUMMARY Every year the FBI publishes the Uniform Crimes Rates (UCR), also known as Part I UCR crime rates, from most political subdivisions within the United States. The UCR information is compiled by each law enforcement agency and then sent to the FBI for publication. The purpose of the UCR is to compare similar types of crimes throughout the United States in a way that is most uniform. The information is used by cities and counties to address problems that re-occur, and to measure the effectiveness of the law enforcement programs in communities. The UCR Part I crimes include violent and property crimes such as: • Homicide • Rape • Robbery • Aggravated Assault • Residential Burglary • Other Burglaries • Grand Theft • Petty Theft • Auto Theft • Arson The Ventura County Sheriff's Department recently released the 2009 UCR Part I crime statistics for the five incorporated cities that contract for police services and the unincorporated county areas. The City of Moorpark saw an 11% overall reduction in Part I crimes, when adjusted for population growth, compared to the same crimes in 2008. 33 Honorable City Council March 17, 2010 Page 2 DISCUSSION Here are the highlights for the City of Moorpark: • Overall Part I crimes decreased 10% from 617 crimes in 2008 to 553 crimes in 2009. When adjusted for a slight increase in population, there was an 11% reduction. • Violent crimes increased 10°x6 from 52 to 57 ➢ This was driven by a slight increase in domestic violence cases involving assaults with handsfiist/feet as weapons, as well as a slight increase in the number of "Strong-arm Robberies' (increase from 22 to 25). The majority of robberies were committed by local teenage gang members who used the threat of harm to relieve victims of their wallets and cell phones. Patrol officers made arrests in every single case and the suspects were lodged and kept in juvenile hall. • Property crimes decreased 12%from 565 to 496 ➢ Residential burglaries decreased from 78 to 66 (-15%) Theft crimes decreased from 429 to 374 (-13%). The largest decrease was in the area of property taken from unlocked vehicles. The Police Department continued to educate residents to protect their property by stowing valuables out of sight and locking their car doors. • The crime rate per 1,000 residents (CPTR) dropped from 16.85 crimes during 2008 to 14.91 crimes during 2009 • Within the Sheriffs Contract Cities and the unincorporated areas of the County, Moorpark had the lowest crime rate per 1,000 residents. • The next lowest was the Sheriffs Unincorporated areas at 15.25 crimes per 1,000 residents, followed by the City of Thousand Oaks at 15.42 crimes per 1,000 residents. • The City of Moorpark has not seen crime rates under 15 CPTR, mostly due to new retail developments within the City. • During 2007 there were 17.26 CPTR.
