SUBJECT: Consider Plans and Specifications and Authorization to Advertise for
Construction Bids for Mountain Trail Street and Spring Road
Pavement Rehabilitation Project (Project 8083)
BACKGROUND
On February 18, 2009, the City Council authorized the rehabilitation of Mountain Trail
Street from Tierra Rejada Road to Country Hill Road, including a new raised
landscaped center median from Cedar Springs Street to Mountain Meadows Drive. On
October 7, 2009, the City Council authorized a portion of Spring Road from Peach Hill
Road to a point approximately 2,000 feet to the south to be added to the asphalt
overlay project.
Construction of the asphalt overlay portion of this project will be funded by the City's
share of the federal transportation stimulus funds apportioned through the American
Recovery and Reinvestment Act (ARRA). Moorpark's share of the ARRA funds for road
projects is $618,566.00 and is being administered through Caltrans. Staff has obtained
the required authorization from Caltrans to proceed with construction of this federally-
funded project. A portion of the Mountain Trail Street median construction, landscaping
and irrigation improvements will be funded by the Tree and Landscape Fund (Fund
2150).
DISCUSSION
A. Scope of Work
The subject project will construct a rubberized asphalt overlay and landscaped center
median at the locations described above. The work includes asphalt grinding, crack
sealing, median curb construction, rubberized asphalt paving, utility cover
adjustments, striping, median landscaping and irrigation.

The hours of construction will be limited to 8:30 a.m. to 4:30 p.m. in an effort to
minimize the inconvenience to the public without increasing construction costs. Work
within two hundred feet of signalized intersections will be limited to the hours of
9:00 a.m. to 3:00 p.m.
The project plans and specifications have been completed and a copy has been
placed on top of the file cabinet in the City Council Conference Room.
B. Environmental
As required on federally funded projects, a Federal NEPA Categorical Exclusion was
prepared and has been approved by Caltrans.
C. Project Schedule
The anticipated project schedule is as follows:

FISCAL IMPACT
The project construction has been broken into two bid schedules, one for each location.
The estimated project costs are summarized as follows:

Construction Schedule B - Spring Road $ 152,000
Inspection & Testing $ 50,000
Total $ 718,000
The project is funded by the Traffic Systems Management Fund (Fund 2001), Federal
Economic Stimulus Funds (Fund 2604), and Tree and Landscape Fund (Fund 2150).
The design funds and the federal stimulus funds are included in the current Fiscal Year
2009/10 budget. A future budget amendment to appropriate additional funds for
construction, inspection and testing will be presented to City Council at the time of
contract award.

STAFF RECOMMENDATION
Approve the plans and specifications for the subject project and authorize staff to
