Budget by Appropriating General Funds for the Senior
Nutrition Program to Fund an Additional Grant from the
Ventura County Area Agency on Aging of American
Recovery and Reinvestment Act Funds
SUMMARY
The 2009-11 American Recovery and Reinvestment Act (ARRA) offers the City
of Moorpark the opportunity to participate in a special program enhancement
strategy for the Senior Nutrition Program and receive ARRA reimbursement from
the Ventura County Area Agency on Aging (VCAAA). The funds spent under
these efforts are separate from the Title III-C funds received from the FY 2009/10
VCAAA Senior Nutrition Program grant.
As a VCAAA Senior Nutrition Program grantee, the City of Moorpark is eligible to
offer one catered meal per month as part of the Senior Nutrition Program. ARRA
funds have been allocated to the VCAAA for use at Senior Nutrition Program
meal sites in Ventura County. Through the ARRA-funded program, the City will
work with a selected caterer to provide a complete meal which meets per meal
price limit and nutritional requirements set by VCAAA. The City will be
reimbursed for meal costs by VCAAA after each meal date.
The first catered event was held at the Active Adult Center in February and
attracted eighty-six older adults. Based on the attendance at this event, staff
estimates appropriating an additional $3,500 in General Funds will cover costs of
catered meals for the remainder of the fiscal year, including the February event.
The City Council is being asked to adopt a resolution (Attachment A), amending
the FY 09/10 budget to formally appropriate an additional $3,500 in funds.

DISCUSSION
Under the ARRA, the VCAAA has received funds to be used for the purpose of
attracting new patrons to and increasing total meal attendance at the Senior
Nutrition Program. ARRA funds are tracked separately from the Older Americans
Act (OAA) Title III-C contract grant funds for the Senior Nutrition Program and
reimbursement amount will be based on the number of meals served on each
catering date. These ARRA grant funds available through VCAAA are to be used
only for the Senior Nutrition Program congregate meal; the regular hot meal will
be sent to the home delivered meal participants on each catered meal date.
In addition to this special once-a-month catered meal, congregate and home-
delivered meals are cooked on-site Monday through Friday, excluding holidays.
Congregate meals are served at noon and home-delivered meal service is
provided between 11 a.m. — and noon. Delivery of frozen meals during regular
delivery hours for the weekend and holidays can be made by advance
arrangement.
The VCAAA administers the Ventura County Senior Nutrition Program at 13
locations throughout the county. The funds to operate this program are derived
from a combination of sources, including Federal Older Americans Act (OAA),
participant donations, local grants, and in-kind donations. In FY 2009-10 the City
received a grant award of $17,836 to assist funding the Senior Nutrition Program
in Moorpark. In addition to these OAA grant funds, VCAAA purchases and
contracts for delivery of the frozen meals to the City. As part of our agreement,
the City applies all donations collected from meal site participants against
program costs.
FISCAL IMPACT
Since FY 2004-05, the City has received senior nutrition grant funds to provide
congregate and home-delivered meals at the Active Adult Center. The funds and
respective program expenditures have been included in each subsequent
approved City budget. The grant funds, along with the meal donations cover
approximately 90 percent of the program's direct costs (part-time kitchen aid,
supplies, mileage for volunteer drivers). This does not include overhead costs
(full-time staff and utilities). The additional ARRA funds will be used solely to pay
for a monthly catered meal offered as an enhancement to the regular congregate
Senior Nutrition Program.

WHEREAS, the City Council is dedicated to the support of beneficial programs
for older Americans in the City of Moorpark; and
WHEREAS, meeting the nutrition needs of older Americans is a significant
means of maintaining health and wellness in our older population; and
WHEREAS, American Recovery and Reinvestment Act funds for the Senior
Nutrition Program at the Active Adult Center are available through Ventura County Area
Agency on Aging; and
WHEREAS, on July 1, 2009, the City Council adopted the budget for FY
2009/10; and
WHEREAS, a staff report has been presented to said Council requesting a
budget amendment to increase General Fund revenue and expenditure appropriation by
$3,500; and
WHEREAS, Exhibit "A" hereof describes said budget amendment and its
resultant impacts to the budget line item(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment appropriating expenditures and revenue in
the amount of $3,500 from General Fund as more particularly described in Exhibit "A"
attached hereto is hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original resolutions.

SUMMARY
The City has been awarded an additional $9,417 in funds for the Senior Nutrition
Program from the Ventura County Area Agency on Aging (VCAAA). This
additional funding source breakdown is as follows: $3,891 in One-Time-Only
Older Americans Act Title III-C Contract Grant Funds, $2,000 in American
Recovery and Reinvestment Act (ARRA) funds), and $3,526 as a Baseline
Funding Increase to the Senior Nutrition Program. The City Council is being
asked to adopt a resolution (Attachment A), amending the FY 09/10 budget to
formally appropriate an additional $9,417 in funds for the Senior Nutrition
Program.
DISCUSSION
The VCAAA has released One-Time-Only Title III-C Older Americans Act (OAA)
contract grant funds ($3,891) for the Senior Nutrition Program in Moorpark. In
addition, VCAAA has increased the baseline funding for the Senior Nutrition
Program in Moorpark ($3,526). Funding amounts are allocated to sites within
Ventura County based on the percentage of total countywide participants served
at each site. This $7,417 in grant funds is for Senior Nutrition Program meal site
operation, which includes both congregate and home-delivered meals.
The 2009-11 American Recovery and Reinvestment Act (ARRA) offers the City

the Senior Nutrition Program congregate meal; the regular hot meal will be sent
to the home delivered meal participants on each catered meal date.
