Traffenstedt, Administrative Services Direc >& City Clerk Prepared by: Teri Davis, Senior Management AnaW7 DATE: April 13, 2010 (CC Meeting of 4/21/10) SUBJECT: Consider Resolution Adopting Parking Restrictions on Campus Canyon Drive and Monroe Avenue and Rescinding Resolution Nos. 95-1118, 98- 1421, and 2004-2272 BACKGROUND AND DISCUSSION In April 1995, City Council adopted Resolution No. 95-1118 pertaining to parking on Hearon Drive (now Campus Canyon Drive) and Monroe Avenue. Resolution No. 98-1421 amended portions of 95-1118, adding restrictions to parking on the west side of Hearon Drive. Resolution No. 2004-2272 was adopted by Council in December 2004 to designate parking restrictions on the east side of Hearon Drive at Monroe Avenue. The Draft Resolution (attached) transfers the parking restrictions designated for Hearon Drive onto Campus Canyon Drive. Resolution No. 98-1421 also described parking on Monroe Avenue. The parking on Monroe Avenue is not affected by the renaming of Hearon Drive; however, the description of the parking restrictions refers to Hearon Drive. Therefore, the Draft Resolution replaces "Hearon" with "Campus Canyon" in the 1998 parking restrictions for Monroe Avenue. Adopting the Draft Resolution would provide an accurate transfer of parking restrictions, already in place at the time the street was renamed as Campus Canyon Drive, and would consolidate all of the parking restrictions for Campus Canyon Drive and Monroe Avenue into one resolution. STAFF RECOMMENDATION Adopt Resolution No. 2010- rescinding Resolution Nos. 95-1118, 98-1421 and 2004-2272. Attachment: Draft Resolution 70 Attachment RESOLUTION NO. 2010- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ADOPTING PARKING RESTRICTIONS ON CAMPUS CANYON DRIVE AND MONROE AVENUE AND RESCINDING RESOLUTION NOS. 95-1118, 98-1421,AND 2004-2272 WHEREAS, on April 19, 1995, pursuant to the authority granted by Section 22507 of the California Vehicle Code (CVC), the City Council adopted Resolution No. 95-1118, establishing parking restrictions on Hearon Drive and Monroe Avenue; and WHEREAS, on January 7, 1998, the City Council adopted Resolution No. 98-1421, amending Resolution 95-1118, pertaining to parking restrictions on Hearon Drive and Monroe Avenue; and WHEREAS, on December 15, 2004, the City Council adopted Resolution No. 2004- 2272, establishing additional new parking restrictions on Hearon Drive; and WHEREAS, on October 15, 2008, the City Council adopted a resolution renaming Hearon Drive to Campus Canyon Drive; and WHEREAS, the act of renaming a street has no direct impact on any parking restriction previously adopted for that street; and WHEREAS, parking restrictions on Hearon Drive are no longer relevant; WHEREAS, Campus Canyon Drive is subject to the parking restrictions previously adopted for Hearon Drive; and WHEREAS, renaming Hearon Drive to Campus Canyon Drive does not change the parking restrictions on Monroe Avenue but will change the descriptions pertaining to the restrictions. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1 . Resolution No. 95-1118 is hereby rescinded in its entirety upon the effective date of this Resolution. SECTION 2. Resolution No. 98-1421 is hereby rescinded in its entirety upon the effective date of this Resolution. SECTION 3. Resolution No. 2004-2272 is hereby rescinded in its entirety upon the effective date of this Resolution. SECTION 4. That a passenger Loading Zone is hereby established, during certain hours of certain days, on the south side of Monroe Avenue as shown on Exhibit `A' and described as follows: 71 Resolution No. 2010- from a point approximately eighty feet (80') west of the Ending Curb Radius (ECR) located on the south side of Monroe Avenue immediately west of Campus Canyon Drive, westerly to a point approximately four hundred twenty feet(420')west of said ECR, excluding the NO STOPPING areas adjacent to the parking lot driveway defined in Section 5 of this Resolution. The signs posted designating this zone shall read as follows: "NO PARKING — PASSENGER LOADING ONLY Monday thru Friday 7:00 a.m. to 3:00 p.m. Unattended Vehicles Subject to Citation" SECTION 5. That NO STOPPING ANYTIME zones are hereby established on Campus Canyon Drive and on Monroe Avenue as shown on Exhibit"A" and described as follows: a. MONROE AVENUE (South Side): from a point twenty feet(20')west of the westerly edge of the school parking lot driveway located on the south side of Monroe Avenue approximately two hundred thirty feet(230')west of Campus Canyon Drive, easterly to a point twenty feet (20') east of said parking lot; and b. MONROE AVENUE (South Side): from a point approximately eighty feet(80')west of Campus Canyon Drive, easterly to Campus Canyon Drive; and C. CAMPUS CANYON DRIVE (West Side): from a point approximately two hundred ten feet (210') south of Monroe Avenue, southerly to Collins Drive. SECTION 6. That a NO STOPPING ANYTIME zone is hereby established on the east side of Campus Canyon Drive as shown on Exhibit "B" and described as follows: from a point approximately one hundred twenty-two feet (122') south of Monroe Avenue, to a point approximately thirty feet (30') north of Monroe Avenue. SECTION 7. That a NO PARKING ANYTIME zone is hereby established on the west side of Campus Canyon Drive as shown on Exhibit "A" and described as follows: from Monroe Avenue southerly to a point approximately two hundred ten feet(210') south of Monroe Avenue, said point being the northerly entrance to the on-site passenger drop-off area. SECTION 8. That the City Manager is hereby directed to confirm placement of appropriate signs and/or curb markings giving notice of the restrictions provided for herein. SECTION 9. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. 72 Resolution No. 2010- PASSED AND ADOPTED this 21St day of April, 2010.
