SUBJECT: Consider Annual Review of Miscellaneous City Fees and Charges Resolution
BACKGROUND AND DISCUSSION
Policy 3.6 of Council Policies Resolution No. 2010-2892 requires an annual review by each
department of the City fee resolutions. After reviewing the current Miscellaneous Fees and
Charges Resolution No. 2009-2836, staff is not recommending any changes for the next
fiscal year.
"Policy 3.6: Annual Review of Fee Resolutions
The City Manager is responsible for requiring that all City fee resolutions are
reviewed annually by each City department in conjunction with preparation of
the next fiscal year budget, to determine if an adjustment of any fee is
appropriate. The City Council will be provided with information on the
scheduling of any fee resolution update in conjunction with consideration of
fiscal year budget adoption."
The current Miscellaneous City Fees and Charges Resolution No. 2009-2836 is attached
for your reference.

RESOLUTION NO. 2009-2836
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING
MISCELLANEOUS CITY FEES AND CHARGES AND
RESCINDING RESOLUTION NO. 2004-2177
WHEREAS, it is appropriate for the City to establish fees and charges for City
services; and
WHEREAS, the City Council has determined that the miscellaneous fees and
charges adopted in Resolution No. 2004-2177 should be updated.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. All miscellaneous fees and charges shall be reviewed annually by
each City department and the City Clerk shall schedule an updated fee schedule for City
Council consideration when needed to insure that such fees and charges are current and
are related to actual cost.
SECTION 2. The City Council hereby approves the fee schedule attached as
Exhibit A - Miscellaneous Fees and Charges.
SECTION 3. Resolution 2004-2177 is hereby rescinded.
SECTION 4. The City Clerk shall certify to the adoption of this resolution and shall
cause a certified resolution to be filed in the book of original resolutions.
PASSED AND ADOPTED this 1st day of July, 2009.

B. Reproduction Work by Private Copy Company
A private copy company option may be chosen when the number Direct Cost, and will
of pages to be copied exceeds a fee of $10.00, and will be include administrative
required for any copy that exceeds the copy size capability of the fee of 15%, when City
City's copiers and/or printers. Selection of this option may result pays copy company
in a delay in completion of the copy work.
The copy charge for all reproduction work by private copy
company vendors shall be the actual private vendor cost
(direct cost), and will include a City administrative fee of
15%,when the City pays the private copy company directly
and is then reimbursed for copy charges. Original City file
documents will only be loaned for copying to a private copy
company with a bond or other surety on file with the City Clerk's
Division, and as approved by the City Clerk.
This private vendor reproduction option is not available for
Political Reform Act records.

• Pursuant to Section 6253.9(a)of the Government Code,each agency shall provide a copy of an electronic
record in the format requested if the requested format is one that has been used by the agency to create
copies for its own use or for provision to other agencies. The cost of duplication of an electronic record shall
be limited to the direct cost of producing a copy of a record in an electronic format. Section 6253.9 (b)
provides that the requester shall bear the cost of producing a copy of the record, including the cost to
construct a record,and the cost of programming and computer services necessary to produce a copy of the
record when either of the following applies: (1) In order to comply with the provisions of subdivision (a), the
public agency would be required to produce a copy of an electronic record and the record is one that is
produced only at otherwise regularly scheduled intervals: (2) The request would require data compilation,
extraction, or programming to produce the record. The Administrative Services Director will calculate the
applicable staff hourly rate, including benefits,when duplication of an electronic record requires programming
and computer services as described in Section 6253.9(b).
