SUBJECT: Consider Resolution Amending the Fiscal Year 2009-10 Budget to
Include the Energy Efficiency and Conservation Block Grant
Stimulus Monies
DISCUSSION
In September 2009, the City of Moorpark applied for an Energy Efficiency and
Conservation Block Grant in the City's eligible amount of $148,600. This is a grant
funded by the Department of Energy using American Recovery and Reinvestment Act
(ARRA) Stimulus Package Monies. The City's grant application was approved and as
expenses are incurred, as outlined in the grant, the City will be reimbursed via direct
wire transfer for project costs. Lighting energy efficiency audits and air conditioning
audits have been completed and work may commence prior to this Fiscal Year end. By
approving the resolution, Council will provide Staff with the authority to set up expense
and revenue accounts for this grant.

There is no fiscal impact.

RESOLUTION NO. 2010 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK. CALIFORNIA, AMENDING THE FISCAL
YEAR 2009/10 BUDGET TO INCREASE REVENUE AND
EXPENDITURE BUDGETS BY $148,600 IN THE OTHER
STATE/FEDERAL GRANT FUND (2609) TO REFLECT THE
ENERGY EFFICIENCY AND CONSERVATION BLOCK
GRANT FROM THE AMERICAN RECOVERY AND
REINVESTMENT ACT OF 2009
WHEREAS, on February 17, 2009 the United States Congress enacted the American
Recovery and Reinvestment Act of 2009, which provided for $2.7B in appropriations
under the Energy Efficiency and Conservation Block Grant Programs (EECBG); and
WHEREAS, on July 1, 2009 the City Council adopted the Operating and Capital
Improvement Budget for fiscal year 2009/10; and
WHEREAS, on September 18, 2009 the City submitted an EECBG application to the
Office of Energy Efficiency and Renewable Energy (EERE) of the United States
Department of Energy and was awarded $148,600; and
WHEREAS, a staff report has been presented to the City Council requesting a revenue
budget amendment in the amount of $148,600 to reflect the funding from EECBG and
an aggregate expenditure increase of $1.48,600 in the Other State/Federal Grant Fund
(2609) to be spent on eligible projects; and
WHEREAS, Exhibit "A" attached hereto and made a part hereof, describes said budget
amendments and its resultant impacts to the budget line items.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That a revenue budget amendment of $148,600, as more
particularly described in Exhibit "A", is hereby approved.
SECTION 2. That an aggregate increase of$148,600 in expenditure budget, as
more particularly described in Exhibit "A", is hereby approved.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be files in the book of original resolutions.
