Equipment at Arroyo Vista Community Park, College View
Park, Peach Hill Park, and Magnolia Park, and Waive City's
Purchasing Procedures, Allowing Staff to Request
Proposals for Installation
BACKGROUND
The City's FY 2009/10 budget includes $283,000 to add or replace existing
playground equipment and add safety surfacing at five (5) park sites. Funding
provides for replacement of existing 5-12 years of age playground equipment at
Arroyo Vista Community Park (Phase 1), and replacement of existing 2-5 years of
age playground equipment at College View Park. Peach Hill Park will receive an
additional play component, and Magnolia Park and Arroyo Vista Community Park
(Phase 11) will receive new swing sets.
Arroyo Vista Community Park Phase I, (west end) is funded $150,000 for new
playground equipment. The current play equipment, manufactured by Miracle
Recreation, was installed in the turf area east of the gymnasium in 1993 and has
provided a safe and pleasurable activity for the 5-12 years of age group.
However, over the past years the equipment has begun to age and has required
portions removed and sectioned off. The overall condition of the play equipment
is poor with rust intrusion under several areas of the plastic coated steel. The
extent of wear and tear damage and age of the components prevents
replacement and retrofitting of the existing play equipment.
Arroyo Vista Community Park Phase II, (east end) is funded $15,000 to add a
swing set, which the original playground design did not provide for. The existing
play structure has no space, so additional area to the south of the playground

requires construction to accommodate the new swing set. The new playground
surface is poured-in-place rubber material to provide the required ADA access.
College View Park is funded $45,000 to replace the playground equipment. The
existing 2-5 years of age playground located in the kids play area, has required
several components be removed due to safety issues, limiting College View Park
playground use by children under the age of 5. The new playground structure
and area will complement the existing 5-12 years of age playground. Staff is
proposing to replace the playground structure with a new complete 2-5 years of
age play system to include raised decking, climbers, slides, a rock-climbing wall,
play panel, a stand-alone spinner, and swing set. The new playground surface is
sand with poured-in-place rubber material to provide the required ADA access.
Peach Hill Park is funded $30,000 to add a play component and additional safety
surfacing. The existing playground area has a large open space area that can
accommodate an additional play component. Staff proposes the installation of a
Play System component for children ages 5-12 years of age. This component will
compliment the existing playground, providing an additional play challenge. The
new playground surface is sand with poured-in-place rubber material to provide
the required ADA access.
Magnolia Park is funded $13,000 to add a swing set. The original playground
design in 2007 did not incorporate a swing set. Staff is proposing to add a new
play area containing a swing set. The existing play structure area has no space
for the swing set, so an additional area to the east of the playground will be
constructed to accommodate one. The new playground surface will be poured-in-
place rubber material to provide the required ADA access.
At the January 11, 2010, Parks and Recreation Commission meeting, staff
introduced the Universally Accessible (UA) playground concept to the
Commission. The UA playground installation would replace the 5-12 years of age
playground equipment at Arroyo Vista Community Park Phase I, (west end of the
park.) The Commission responded favorably to the UA equipment concept and
directed staff to proceed with a conceptual design and cost.
Staff proceeded with a 5-12 years of age UA playground design, specifications,
and cost and determined the UA playground exceeded FY 2009/10 budget
funding for the playground replacement by $86,412. An alternative standard
playground design, specifications, and cost were introduced at the March 1,
2010, Parks and Recreation Commission meeting for review and comparison.
This provided the Commission an alternative to the UA playground. The
alternative to the UA playground was a Miracle Recreation equipment standard
playground structure combination of 2-5 and 5-12 years of age playground and

swing set providing 50% ADA accessibility, verses the 100% ADA accessibility
with the UA playground. The proposed standard playground cost was $139,096,
placing the new playground within the FY 2009/10 budget of $150,000.
The Commission reviewed the Miracle designs, specifications, and cost for the
UA playground and the standard playground, the replacement playground
equipment or additional play components for Arroyo Vista Community Park
Phase I, College View Park, Peach Hill Park, Magnolia Park, and Arroyo Vista
Community Park Phase II.
The Commission moved at the March 1, 2010, meeting to table (item 8.A) their
decision on Miracle designs, specifications, and cost until after the California
Parks and Recreation Society (CPRS) conference in March. After the CPRS
conference, staff contacted and met with the Landscape Structures Company
representative, and requested a composite structure design and cost for a tree
house design structure, incorporating play structures for both 2-5 and 5-12 years
of age play equipment. This would provide the Commission comparison designs,
specifications, and costs of the tree house design to the Miracle Recreation
Equipment playground designs presented at the March 1, 2010, meeting.
Staff also requested that the Landscape Structures Company representative
provide designs, specifications, surfacing, and cost for four additional play area
sites: Arroyo Vista Community Park Phase II, new swing set installation; College
View Park, replacement of the tot lot playground; Peach Hill Park, new play
component; and the new swing set at Magnolia Park. Conceptual designs,
specifications, surfacing, and cost for all five park sites requested by staff for the
Commission to review were provided.
Designs, specifications, and costs were presented to the Parks and Recreation
Commission at their April 17, 2010, meeting. The Commission approved designs
and specifications for the Landscape Structures tree house, 2-5 and 5-12 years
of age playground structure and swing set for Arroyo Vista Community Park
(west end) Phase I; Miracle swing set addition at Arroyo Vista Community Park
(east end) Phase II; Miracle play structure 2-5 years of age for College View
Park; Miracle new play component for Peach Hill Park; and Miracle swing set for
Magnolia Park.
DISCUSSION
On April 17, 2010, the Parks and Recreation Commission approved the plans
and specifications of both Miracle Recreation Equipment and RecWest Outdoor
Inc. Landscape Structures play equipment designs, specifications, and surfacing.
The Commission requested City staff to select playground structure colors that

compliment existing play structures and select swing sets that accommodate
both infant and child.
The selected and approved playground structures and components are as
follows:
Arroyo Vista Community Park Phase I
RecWest Outdoor Products Inc. Landscape Structures replaces the existing 5-12
years of age playground, with one for 2-5 years of age group structure, and the
other for 5-12 years of age group structure, with a four-seat swing set between
the two play structures. The new play equipment will be placed in the existing
play area. The 5-12 play structure is a PlayBooster Tree House including tree
house, orbiter, and cascade sign. The 2-5 years of age play structure is a
PlayShaper block climber and slide. The swing set is a two bay four-seat swing
set providing two tot seats and two child seats. The color is blue, white and
brown, complementing existing amenities. Surfacing will be applied as needed to
meet ADA standards. See Attachment A RecWest Outdoor Products Inc.,
composite structure design and specifications. The cost is $55,179. for the play
equipment and $89,191 for installation and safety surfacing totaling $144, 370
Arroyo Vista Community Park Phase II
Construction of a new play area containing a swing set in the area south of the
existing playground. Miracle Recreation Equipment Company will add a new
swing set providing two seats, one tot and one child. The color is blue matching
the existing playground, and the new playground surface will be poured-in-place
rubber material to provide the required ADA access. See Attachment B, Miracle
Recreation Equipment Company composite structure design and specifications.
The cost is $ 3,532. for the play equipment and $13,129 for installation and
safety surfacing totaling $16,661.
College View Park
Miracle Recreation Equipment Company will replace the existing 2-5 years of
age playground with new modular play equipment from Miracle Play System,
designed for children ages 2-5 years of age, complementing the existing 5-12
years of age playground. The color is hunter green, burgundy, brown and sand.
The new playground surface will be sand with poured-in-place rubber material to
provide the required ADA access. See Attachment C, Miracle Recreation
Equipment Company composite structure design and specifications. The cost is
$29,890 for the play equipment and $8,161 for installation and safety surfacing
totaling $38,051.

Peach Hill Park
Miracle Recreation Equipment Company will install a Miracle Play System X-
wave 2 play component for children ages 5-12 years of age, in the large open
space that can accommodate an additional play structure. This will compliment
the existing 5-12 years of age playground, providing an additional play challenge.
The color is lemon and the new playground surface is Fibar with poured-in-place
rubber material to provide the required ADA access. See Attachment D, Miracle
Recreation Equipment Company composite structure design and specifications.
The cost is $6,434 for the play equipment and $ 1,800 for installation and
$22,332 for safety surfacing totaling $30,566.
Magnolia Park
Construction of a new play area containing a swing set in an additional area to
the south of the playground. Miracle Recreation Equipment Company will add a
new swing set providing two seats, one tot and one child. The color is blueberry
will match existing playground. The new playground surface will be poured-in-
place rubber material to provide the required ADA access. See Attachment E,
Miracle Recreation Equipment Company composite structure design and
specifications. The cost is $1,296 for the play equipment and $ 13,590 for
installation and safety surfacing totaling $14,886.
All the improvements of new modular play equipment meet current Americans
with Disabilities Act Standards (ADA) in design and specification requirements.
FISCAL IMPACT
City staff will remove all existing play structures (including footings) and sand,
and replace with new play equipment or pour-in place safety surfacing. Staff will
dispose of the removed playground equipment through the City's waste hauler.
By City staff providing these services, it will cumulatively save the project
approximately $18,300. (AVCP $12,000, Peach Hill Park $6,000, and College
View Park $300.) Staff cost for service is valued at $1,225 (2-men, 3-days @
$50.00 hour, tractor fuel $25). There is no disposal cost.
The approved playground structures, components, and swing set areas will
consist of a Miracle Recreation Equipment and RecWest Outdoor Products.
The purchase of the playground equipment, installation and construction of new
swing set areas and ADA surfacing total is $244,534 ($268,987 including 10%
contingency) approximately $14,013 under FY 2009/10 budget funding of
$283,000.

The State of California has purchasing contracts with Miracle Recreation
Equipment through the California Multiple Award Schedule (CMAS) and U.S.
Communities with RecWest Outdoor Products Inc., Landscape Structures.
Contracts included on CMAS and U.S. Communities programs are competitively
bid and allow local governments to procure items on these contracts. The City
participation in CMAS and U.S. Communities requires successful vendors to
extend the price, terms, and conditions to the participating local agency. Public
Contract Code Section 10298 authorized the aforementioned process.
The City's purchasing policy (MMC Chapter 3.04) allows the Council to waive
procedures. To that end, staff proposes that the Council waive the City's
purchasing procedures and authorize the purchase of the Miracle and Landscape
Structures equipment from the State's CMAS and U.S. Communities contract list.

One contractor will be selected and contracted to construct and install all
playground equipment and safety surfacing at all five sites. The successful bidder
will be given 30 days to complete the installation of all five projects. During that
time, Arroyo Vista Community Park (west end) playground will be completely
closed and fenced. At College View the 2-5 years of age playground and swing
area will be closed and fenced, but the 5-12 years of age playground will remain
open. Peach Hill Park, Magnolia Park and Arroyo Vista Community Park (east
end) Phase II will only be closed in the construction and installation area. Areas
not affected by the new construction will remain open to the public allowing
continued use of the playgrounds and play areas. Construction and installation
will be one site at a time starting with Arroyo Vista Community Park Phase I & II,
new playground equipment and swing sets.
With the City Council's approval of the playground improvement plans and
specifications, staff will issue a Request for Proposals for the installation of the
new playground equipment and play surface. At a future meeting, the Council will
be asked to award a contract to the lowest qualified bidder.
STAFF RECOMMENDATION
Approve the design and specifications for the replacement and new playground
equipment for Arroyo Vista Community Park Phase I and II, College View Park,
Peach Hill Park, and Magnolia Park.
Waive the City's purchasing procedures and authorize purchase of Miracle and
Landscape Structure play equipment from the California Multiple Award
Schedule and U.S. Communities list estimated at $113,327.
Authorize staff to proceed with Request for Proposals for installation of
playground equipment and safety surfacing estimated at $131,207.
