SUBJECT: Consider Amendment to Hamner, Jewell and Associates Consultant
Agreement for Property Acquisition and Relocation Assistance Services
for FY 2010/11
BACKGROUND & DISCUSSION
On August 13, 2009, the City entered into an Agreement with Beacon Integrated
Professional Resources, Inc., DBA Hamner, Jewell and Associates(Hamner)for providing
right-of-way acquisition services. On December 22, 2009, the City and Hamner amended
the Agreement to include specific property acquisition and relocation assistance services
for properties associated with the Los Angeles Avenue Widening — Spring Road to
Moorpark Avenue Capital Improvement Project 8013 (CIP 8013) in the amount of$140,000
(Amendment No. 1).
The original Agreement expires on June 30, 2010. The City has the option to extend the
Agreement for up to two additional years, in consecutive one-year increments. Staff is
requesting that City Council approve the first one-year extension. The original Agreement
amount will be renewed at $100,000 for FY 2010/11. Amendment No. 1, which was for
$140,000 in FY 2009/11, will be adjusted to $129,000 for FY 2010/11, to reflect the
$11,000 in expenditures for CIP 8013 in FY 2009/10.
FISCAL IMPACT
Any services requested by the City from Hamner will have already been budgeted by the
City. The Draft FY 2010/11 Budget includes sufficient funds in CIP 8013 to continue to
fund Hamner's remaining $129,000 expenditures.

STAFF RECOMMENDATION
Authorize the City Manager to sign Amendment No. 2 for a one year extension to the
Agreement, subject to final language approval of the City Manager and the City Attorney.
