SUMMARY
The City Council is being asked to consider a resolution approving the submittal of the City's
application Safe Routes to School (SR2S) Program Cycle 9, FY 2010/2011 to Caltrans.
DISCUSSION
Established in 1999, the SR2S program came into effect from the passage and signing of
Assembly Bill 1475 (AB 1475). In 2001, Senate Bill 10 (SB10)was enacted which extends
the program for three additional years. In 2004, SB 1087 was enacted to extend the
program three more years. In 2007, Assembly Bill 57 (AB 57) extended the program
indefinitely with funding from the State Highway Account.
This Grant program allows for project cost up to $500,000.00 with a 10% local match.
Hence, the maximum Federal grant per project is $450,000.00. Applications for the SR2S
Program Cycle 9 FY 2010/2011 must be submitted to Caltrans by July 15, 2010.
The City is proposing to submit an application for SR2S Program Cycle 9 for the
construction of a sidewalk/bike path on the Arroyo Vista Park Access Road that connects
Moorpark High School to the Leta Yancy Road foot bridge.
The estimated cost for these improvements is$200,000.00, if the grant is accepted the City
will be obligated to provide a local match of 10%. The local match is available from Traffic
Systems Management (TSM) and Transportation Development Act (TDA) Article 3.
