HomeMy WebLinkAboutAGENDA REPORT 2010 0616 CC REG ITEM 10N ITEM 10.N. city Council Meeting MOORPARK CITY COUNCIL ACTION: q,2'° "�"�V AGENDA REPORT eqQ �� �o o- TO: Honorable City Council FROM: Yugal K Lail, City Engineer/Public Works Director DATE: June 4, 2010 (CC meeting of 06/16/10) SUBJECT: Consider Resolution Authorizing Submittal of a Safe Routes to School Grant (SR2S) Application for Funding to Caltrans for Construction of Approximately 2100 Linear Feet of Sidewalk/Bike Path on Arroyo Vista Park Access Road to Connect Moorpark High School to Arroyo Simi Pedestrian Bridge SUMMARY The City Council is being asked to consider a resolution approving the submittal of the City's application Safe Routes to School (SR2S) Program Cycle 9, FY 2010/2011 to Caltrans. DISCUSSION Established in 1999, the SR2S program came into effect from the passage and signing of Assembly Bill 1475 (AB 1475). In 2001, Senate Bill 10 (SB10)was enacted which extends the program for three additional years. In 2004, SB 1087 was enacted to extend the program three more years. In 2007, Assembly Bill 57 (AB 57) extended the program indefinitely with funding from the State Highway Account. This Grant program allows for project cost up to $500,000.00 with a 10% local match. Hence, the maximum Federal grant per project is $450,000.00. Applications for the SR2S Program Cycle 9 FY 2010/2011 must be submitted to Caltrans by July 15, 2010. The City is proposing to submit an application for SR2S Program Cycle 9 for the construction of a sidewalk/bike path on the Arroyo Vista Park Access Road that connects Moorpark High School to the Leta Yancy Road foot bridge. The estimated cost for these improvements is$200,000.00, if the grant is accepted the City will be obligated to provide a local match of 10%. The local match is available from Traffic Systems Management (TSM) and Transportation Development Act (TDA) Article 3. FISCAL IMPACT The preliminary engineer's estimate for the construction of sidewalk, bicycle path and six curb cut ramps on the Arroyo Vista Park Access Road is approximately $200,000.00. The SR2S grant program requires a 10% local match which the City can provide TSM and TDA Article 3 funds. STAFF RECOMMENDATIONS 1. Use TSM or TDA Article 3 for the local 10% match. 2. Adopt Resolution No. 2010 - Attachment A - Resolution S TuNic Works\Everyone\Reports\Staff Reports\2010Uune\SR2S grant doc 202 Attachment A RESOLUTION NO. 2010 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING SUBMITTAL OF A GRANT APPLICATION FOR SAFE ROUTES TO SCHOOL (SR2S) PROGRAM TO CALTRANS, AND AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AGREEMENTS, CONTRACTS, AND REQUESTS FOR PAYMENT WHEREAS, the State of California, in 1990, established the Safe Routes to School (SR2S) Program which provided funding with a 10% local match; and WHEREAS, the Safe Routes to School (SR2S) Program encourages construction of bicycle and pedestrian safety and traffic calming projects; and WHEREAS, the SR2S Program requires a 10% local match should the Safe Routes to School (SR2S) Program is awarded to the City. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Moorpark authorizes the submittal of a SR2S application to Caltrans for construction of sidewalk and bike path along the Arroyo vista Recreation Park Access Road to connect Moorpark High School to the Arroyo Simi Pedestrian Bridge at the south terminus of Leta Yancy Road. SECTION 2. The City Council of the City of Moorpark authorizes the use of local matching funds for the SR2S Program. SECTION 3. The City Manager or his designee, of the City of Moorpark is hereby authorized and empowered to execute in the name of the City of Moorpark all necessary applications, contracts, agreements, amendments, and payment requests hereto for the purposes of securing SR2S funds and to implement and carry out the purposes specified in the grant application. SECTION 4. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original resolutions.
