SUBJECT: Consider Replacing the Existing HVAC units at the Active Adult
Center and Community Center, Award Contract to American Building
Comfort Services, Inc. and Authorize City Manager to Execute
Contract
BACKGROUND
The City has obtained an Energy Efficiency and Conservation Block Grant, as a part of
the American Recovery and Reinvestment Act, in the amount of $148,600 for energy
efficiency upgrades to the existing facilities Lighting and Heating, Ventilation and Air
Conditioning (HVAC) Systems. Staff has recommended two phases to expend these
grant monies which will yield the highest energy savings for the least amount of
investment. Phase 1 is the replacement of the HVAC units that serve the Community
Center and the Active Adult Center and Phase 2 will be retrofitting of lighting in specific
buildings once Phase 1 has been completed. The HVAC Energy Efficiency Analysis
prepared by the Ventura County Regional Energy Alliance has also identified the need
to replace these units as the energy savings will be substantial. Staff has prepared an
Informal Request for Proposals for the replacement of the HVAC units and has solicited
bid proposals to perform the work.
DISCUSSION
The City Council is being asked to approve the replacement of seven (7) HVAC units
that serve the Community Center and Active Adult Center. The existing HVAC units are
the original units that were installed to serve the facility in 1991. According to the HVAC
Energy Efficiency Analysis prepared by the Ventura County Regional Energy Alliance,
the existing HVAC systems are all beyond their expected service lives and are in need
of replacement. As a general rule, for older units that exceed ten years or more, the
efficiency rate drops approximately 1% per year. Based on this analysis, the existing
units have lost approximately 9% of their initial efficiency and replacing the units would
save the City approximately $16,362 a year in direct energy costs. In addition to

substantial energy savings, staff has determined that the City spends approximately
$10,000 annually to repair and maintain these units.
Community Center and Active Adult Center:_
• Annual kWh (kilowatt-hour) reduction 109,081 kWh
• Peak demand reduction 50 KW
• Annual Cost Reduction @ $0.15/kWh $16,362/year
Staff has solicited bid proposals to perform the work and the following three cost
proposals were received:
Contractor Bid Price
• American Building Comfort Services, Inc. $73,886.00
• Churchill's Heating and Air Conditioning $107,232.00
• Ventura Air Conditioning Company $153,310.00
The lowest qualified bidder is American Building Comfort Services, Inc. It is anticipated
that the work will take approximately one week and will not interrupt class schedules at
the Community Center or regular City business.
FISCAL IMPACT
There will be no impact to the General Fund. The cost of $73,886, plus a contingency
not to exceed $11,000 (about 15%), to replace the seven (7) existing HVAC units would
come from Energy Efficiency and Conservation Block Grant. The remaining block grant
dollars, $74,714 minus any contingency dollars used for the HVAC Replacement
project, would be used to retrofit lighting as Phase 2 of the energy efficiency upgrade
project.
STAFF RECOMMENDATION
1. Approve the replacement of seven (7) existing HVAC units that serve the Active
Adult Center and Community Center; and
2. Award a contract to American Building Comfort Services, Inc. and authorize the
City Manager to execute a contract at a cost of $73,886 with approval for a
contingency not to exceed $11,000.
