Lail, City Engineer/Public Works Director 0 DATE: June 23, 2010 (CC Meeting of 07107/10) SUBJECT: Consider the Selection of Republic ITS for Traffic Signal Modification, and Installation of Six Pedestrian Countdown Displays for Crosswalks on Los Angeles Avenue at Tierra Rejada Road/Gabbert Road (Project 8046) BACKGROUND On May 28, 2010, Request for Proposal's (RFP)were mailed to five contractors requesting informal bids for the installation and phasing improvements of a left-turn signal at the intersection of Los Angeles Avenue and Tierra Rejada/Gabbert Road. Four of these Contractors submitted proposals. DISCUSSION The project consists of modification of the existing traffic signal to provide protective left- turn phasing for Los Angeles Avenue at Tierra Rejada Road/Gabbert Road in north-south direction and six new pedestrian interval countdown displays for the crosswalks. With the installation of the protective left turn phasing from Gabbert Road, the overall safety at this intersection will be improved. Caltrans has previously identified this intersection for improvements due to the number of accidents, and Caltrans fully supports this project. Hartzog and Crabill, City's consultant, designed the project and an encroachment permit was obtained from Caltrans for the work. Construction will occur between 9:00 a.m.to 3:00 p.m. M-F for 20 working days; contractor will be authorized to close traffic lanes using approved traffic control plans during this time. Construction inspection will be in house and staff will work with the contractor to minimize the inconveniences. S 1Public Work skEveryone\Reporls\Staff Re1)or1s\2010Uuly107-07.2010(Left Turn Signal-LA @ TR)doc 258 Honorable City Council July 7, 2010 Page 2 Four proposals for the Project were received: y Republic ITS $9,951.00 y Taft Electric Company $14,836.00 Y Macadee Electrical Construction $14,881.00 Econolite Traffic Eng. & Maintenance, Inc. $20,674.00 Staff reviewed the proposals and all were found to be responsible and responsive to the informal bid request. The low bidder is Republic ITS. Republic ITS is the City's maintenance contractor for maintenance of traffic signals and their response and performance has been very good. Construction is anticipated to commence in July 2010 and be complete by September 2010. FISCAL IMPACT This Project was included in the Fiscal Year (FY) 2009/10 budget and has been carried over in the FY 2010/11 budget. The Project is funded from the LA Area of Contribution (AOC) Fund. STAFF RECOMMENDATION Award a construction contract to Republic ITS in the amount of $9,951.00 for the subject project, and amend the construction contract for project contingencies in an amount not to exceed $1,500.00 if and when the need arises for extra work and services. 259
