Lail, City Engineer/Public Works Director Prepared By: Dave Klotzle, Assistant City Engineer DATE: July 9, 2010 (CC Meeting of 07121/10) SUBJECT: Consider Resolution Authorizing the Submittal of a Functional Classification Change Request to the California Department of Transportation for Arroyo Drive, Championship Drive and a Portion of Spring Road DISCUSSION Functional classification is used in transportation planning, in roadway design and for the allocation of federal roadway improvement funds. It was introduced by the Federal Highway Administration (FHWA) in the late 1960s, which developed guidelines for local governments and planning organizations to use in maintaining the functional classification system in their own jurisdictions. The functional classification of roads in California is administered by the Department of Transportation (Caltrans) and depicted on California Road System (CRS) maps. Functional classification is the process by which streets and highways are grouped into classes, or systems, according to the character of traffic service that they are intended to provide. There are three highway functional classifications: arterial, collector, and local roads. All streets and highways are grouped into one of these classes, depending on the character of the traffic (i.e., local or long distance) and the degree of land access that they allow. Provides a less highly developed level of service at Collector a lower speed for shorter distances by collecting Mountain Trail St. traffic from local roads and connecting them with arterials. Consists of all roads not defined as arterials or Local collectors; primarily provides access to land with Walnut St. little or no through movement. To be eligible for federal aid funding, City roads must have a classification of Collector or Arterial. The City is responsible for reviewing the CRS maps and initiating any requests to change the functional classification of local streets and roads under its jurisdiction. A change to the functional classification and CRS maps may be required due to a new street being constructed or to correct a street's classification that was previously misidentified. The proposed changes to City road classifications and the CRS maps are as follows: Road Proposed Change Arroyo Dr. Change classification from Local to Collector and update street name on CRS map from Los Angeles Ave. to Arroyo Dr. Championship Dr. Change classification from Local to Collector. Spring Rd. Add new section to CRS map from High St. to Walnut Canyon Rd. with Arterial classification. Upon FHWA's approval of these changes, these roads will become eligible for federal funding of future street improvement projects such as asphalt overlays. The process to effect these changes is for the City to submit a functional classification change request form to Caltrans along with a resolution (Attachment A) from City Council authorizing the submittal. A letter of concurrence from the Ventura County Transportation Commission (VCTC) is also required to be submitted with the request. Caltrans will then forward the City's request to FHWA for final approval and the CRS maps will be revised to reflect the changes. Caltrans estimates that it takes thirty to sixty days from the time of submittal of all required documents until FHWA approval. Upon approval of the changes, the City would be eligible for federal funding of street improvement projects on the roads being changed. STAFF RECOMMENDATION Adopt Resolution No. 2010- Attachment A: Resolution S\Public Works\Everyone\Reports\Staff ReportsN2010\July\7-21-2010(Functional Classification Change Request)doc 92 Attachment A RESOLUTION NO. 2010 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF A FUNCTIONAL CLASSIFICATION CHANGE REQUEST TO THE CALIFORNIA DEPARTMENT OF TRANSPORTATION FOR ARROYO DRIVE, CHAMPIONSHIP DRIVE AND A PORTION OF SPRING ROAD WHEREAS, the Federal Highway Administration has established a Functional Classification system whereby the level of service and Federal Aid eligibility of City roads is determined; and WHEREAS, the City is responsible for reviewing the California Road System maps maintained by the California Department of Transportation and for initiating requests for any necessary changes to the Functional Classification of City roads; and WHEREAS, a Functional Classification Request Form, described in Exhibit "A" attached hereto and made a part hereof, lists the proposed changes in functional classification to Arroyo Drive, Championship Drive and a portion of Spring Road. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Moorpark authorizes the submittal of a Functional Classification Request Form, described in Exhibit "A° attached hereto, to Caltrans for changes in functional classification to Arroyo Drive, Championship Drive and a portion of Spring Road. SECTION 2. The City Manager or his designee, of the City of Moorpark is hereby authorized and empowered to execute in the name of the City of Moorpark all necessary documents for the purposes of submitting the Functional Classification Request Form. SECTION 3. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original resolutions.
