Bobardt, Community Development ire tor/ Prepared By: Joseph Fiss, Principal Planner DATE: July 8, 2010 (CC Meeting of 7/21/2010) SUBJECT: Consider Status of Soundwall Project - SR-23 North of Tierra Rejada Road DISCUSSION On May 21, 2008, the City Council authorized staff to initiate the permitting process for certain soundwalls along the west side of State Route 23, north of Tierra Rejada Road. Staff has been working with the California Department of Transportation (Caltrans) to determine the required procedure necessary to permit and install soundwalls within the Caltrans Right-of-Way. On December 5, 2008, staff sent a Request for Proposals to four consultants: Parsons Corporation, Penfield & Smith, TetraTech, and KOA Corporation. Proposals were received on February 2, 2009 from each consultant. These proposals were evaluated based on four major criteria: Project Manager, Project Team, Firm's Qualifications, and Project Understanding and Approach. On March 18, 2009, the City Council awarded a contract to provide professional services with Parsons Transportation Group for preliminary engineering, environmental analysis, design, and right-of-way activities for the installation of the soundwalls. The contract was finalized and executed on May 28, 2009. On February 17, 2010, the City Council selected the soundwall design per Attachment 1. Caltrans has found this design to be acceptable. The consultant currently is 90% complete with the Environmental Document, 70% complete with the Noise Barrier Scope Summary Report (NBSSR), and 70% complete with the construction plans. 101 Honorable City Council July 21, 2010 Page 2 Additionally, the consultant: • has received Caltrans comments on the 2:1 slope fact sheet, and is addressing them. • has submitted the Draft NBSSR to Caltrans, received comments, and is currently addressing these comments. (The Caltrans NBSSR is essentially the project approval report). • is close to obtaining environmental clearance on the project. The only outstanding issue is Aerially Deposited Lead (ADL). The consultant expects to receive the CEQA Categorical Exemption (CE) within a couple of weeks, when the ADL issue is resolved. • has received Caltrans comments on the Storm Water Data Report. The consultant can not resubmit it without the CE and approval of the ADL issue. • The consultant is waiting to resubmit the 2:1 slope Fact Sheet and NBSSR before completing the construction plans. Approved or resolved reports and issues to date include the following: ■ Noise Study ■ Biology Report ■ Cultural Resources Report ■ Geotechnical Foundation Report ■ Wall Aesthetic Pattern ■ Source of Irrigation Caltrans review has taken longer than originally anticipated, so the July 1, 2010 target date for approval has been pushed back because Caltrans will likely require several more rounds of submittals and comments. An updated PS&E (Plans, Specifications, and Estimates) and Construction Schedule has been provided by the consultant and is included as Attachment 2. STAFF RECOMMENDATION 1.
