SUBJECT: Consider Scheduling a Special City Council Meeting for October 13
2010 to Review Proposed Revisions to the Campus Master Plan and
Building Site Design Concept for New Civic Center and City Hall
BACKGROUND AND DISCUSSION
One of the City Council's top ten priority projects is the development of a new Civic
Center and City Hall. City Council selected GKK Architects for the design of the new
Civic Center and City Hall in 2005 and as a result a Campus Master Plan and building
site design concept for the new permanent facility on High Street was prepared by GKK
Architects and presented to the City Council on June 21, 2006. The City Council
approved the basic plan and established an Ad Hoc Committee (Councilmember
Millhouse and former Mayor Hunter) to work with the architect and staff to incorporate
Council suggestions into the design.
A number of modifications to the plan were discussed and alternative design schematic
plans have been developed by the architect. The most significant
modification suggested was to incorporate a new Library into the master plan. However
that plan has been set aside due to the probable cost for a new building in favor of an
expansion to the existing library. Over the past months, staff has been working with the
architects to finalize the building program based on potential staffing needs and develop
alternative plan schemes including the renovation of the existing library as part of the
project. In Addition, a Report on LEED Certification Design Considerations was also
prepared and provided to the City Council on November 9, 2009.
Staff is prepared to discuss the LEED Report, present several alternative plan schemes
for the City Hall and Library as well as an expanded Campus Master Plan that include
the new post office and possible use of property that may be acquired from the Essex
Partnership as part of their multi - family housing project.

Staff is proposing a special meeting on October 13, 2010 for an in -depth presentation of
the LEED Report and the alternative plans to the City Council so that the project may
move forward. As proposed the meeting would be in a "workshop" format on the floor of
the Apricot Room but not televised. This format would be more conducive to exchange
of ideas and public review and comment on the plans prior to Council discussion.
STAFF RECOMMENDATION
Schedule Special Meeting for City Council Workshop for the Civic Center Project on
Wednesday, October 13, 2010, at 6:30 p.m. in the Apricot Room.
