Traffenstedt, Administrative Services Director /City Clerk Di 15T Maureen Benson, Assistant City Clerk July 27, 2010 (CC Meeting of 9/1/10) Consider Vacancy on Parks and Recreation Commission BACKGROUND On July 21, 2010, the City Council approved the appointment of Daniel Groff, current Parks and Recreation Commissioner, to fill a vacancy on the Planning Commission for a term ending December 31, 2010. Mr. Groff will resign his Parks and Recreation Commission position and will be sworn into office as a Planning Commissioner at the September 28, 2010 Planning Commission meeting, creating a vacancy on the Park and Recreation Commission. Recruitment for all Commissioners for the 2010 -2012 term is scheduled to begin October 1, 2010. DISCUSSION There are two options concerning the vacancy on the Parks and Recreation Commission: 1) Determine recruitment to fill the vacancy not be pursued at this time due to the length of the remaining term in office; or 2) Direct staff to begin recruitment to fill the vacancy for a term ending December 31, 2010. Policy 2.2 of the Council's Policy Resolution No. 2010 -2892 gives the Council discretion that a commission vacancy may not be filled due to the length of the remaining term office. "When an unscheduled vacancy occurs for any City Council citizen appointment, notice will be posted not later than 20 days before or not later than 20 days after the vacancy occurs, in the office of the City Clerk, the Moorpark Library, the City's Home Page, local government channel, and at the City Community Center (in compliance with the Maddy Act requirements). Advertisement of the citizen appointment opportunity will be initiated by the City Clerk in the same manner as for an expiring term, unless the City Council determines that the vacancy will not be filled due to the length of the remaining term of office." 19 Honorable City Council Parks and Recreation Commission Vacancy September 1, 2010, Regular Meeting Page 2 FISCAL IMPACT None. STAFF RECOMMENDATION Determine not to fill the vacancy on the Parks and Recreation Commission. 20
