TO: Honorable City Council FROM: Dave Klotzle, Assistant City Engineer Prepared by: Shaun Kroes, Senior Ma agement Analys(V DATE: August 20, 2010 (CC Meeting of 09/01/10) SUBJECT: Consider Resolution Amending the Fiscal Year 2010/11 Budget to Fund the Procurement and Installation of a Speed Advisory Sign on Northbound Spring Road DISCUSSION On March 18, 2009, City Council approved the installation of a permanent, pole - mounted, speed advisory sign on southbound Spring Road between Elk Run Loop and Charles Street. Since installation of the speed advisory sign, staff has noted the sign's effectiveness in reminding drivers to slow down on southbound Spring Road. It has been brought to staffs attention, however, that there appears to be a speeding problem on northbound Spring Road, between Charles Street and Elk Run Loop. Staff proposes to install a permanent, pole- mounted, speed advisory sign on northbound Spring Road between Charles Street and Elk Run Loop. The proposed sign is manufactured by Fortel Traffic Inc. and is the same model as the speed advisory sign installed on southbound Spring Road. This is also the same model as the two speed advisory signs installed on Championship Drive. The proposed sign is solar powered, radar equipped, and has the capability to flash a warning strobe light as well as display a variety of messages such as "Speed Limit," "Your Speed," or "Slow Down." The proposed sign is capable of data acquisition such as number of vehicles, and vehicle speed. There are sufficient funds in the Traffic Safety Fund Reserve (Fund 2000) for the purchase. STAFF RECOMMENDATION (ROLL CALL VOTE) 1. Adopt Resolution No 2010- Attachment 1. Resolution 229 Attachment 1 RESOLUTION NO. 2010 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2010/11 BUDGET TO FUND THE PROCUREMENT OF A NEW SPEED MESSAGE SIGN FROM TRAFFIC SAFETY FUND RESERVE (FUND 2000) WHEREAS, on June 16, 2010, the City Council adopted the Operating and Capital Improvements Projects budget for Fiscal Year 2010/2011; and WHEREAS, a staff report has been presented to the City Council requesting a budget adjustment in the aggregate amount of $15,750; and WHEREAS, Exhibit "A", attached hereto and made a part hereof, describes said budget amendment and its resultant impact to the budget line item. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a budget amendment in the aggregate increase of $15,750 as more particularly described in Exhibit "A ", is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
