CITY OF MOORP,ARK, GAL.1F4.)�Z " City Council 10eeting •��I.I Iii• ia<a .. /� . / et MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Dave Klotzle, Interim City Engineer /Public Works Director DATE: September 23, 2010 (CC Meeting of 10/06/10) SUBJECT: Consider Authorization to Proceed with Preparation of a Feasibility Study of a Second Access to Arroyo Vista Community Park (Project 8089) and a Resolution Amending the Fiscal Year 2010/11 Budget to Appropriate Funds for the Project DISCUSSION The interest in having a second vehicular access to Arroyo Vista Community Park has been discussed for some time. This need is particularly felt during park events which attract a large volume of park goers and their vehicles. A second access would not only improve circulation and ease traffic congestion, but it would also improve the ability of emergency and public safety vehicles to access the park during "high use" events. Except for potential access from an extension of Mesa Verde Drive east of the park, across Southern California Edison (SCE) property and down the slope to the park, a second access would require the construction of a new bridge across the Arroyo Simi. The current pedestrian /equestrian /emergency access bridge was not designed to accommodate regular park use vehicular traffic. In addition, the access easement granted by Southern California Edison south of the existing bridge, across their property, does not allow for such traffic. The first step in considering the possible construction of a new bridge to the park is the preparation of a feasibility study by a qualified traffic engineering consultant. A study is needed to evaluate options, assess impacts, identify constraints (right -of -way and permit requirements) and provide alternative conceptual plans and cost estimates. S Tublic Works \Everyone \Reports \Staff Reports\2010 \October \10 -06 -2010 (Budget Amend AVCP Access Study) doc 6 Honorable City Council October 6, 2010 Page 2 The following are suggested options for second access locations to be studied: 1) An extension of Leta Yancy Road through the southeast corner of the proposed Pacific Communities development. 2) An extension of the central north -south road in the proposed Pacific Communities development in approximate alignment with Shasta Avenue. 3) An extension of Mesa Verde Drive east of the park, across SCE property and down the slope to the park. It is not recommended to study second access locations from the vicinity of Moorpark Avenue or Beltramo Road due to the extensive right -of -way, grading and street improvement requirements that would be involved with these locations. FISCAL IMPACT It is estimated that the cost of the feasibility study will be under $35,000.00. At this time staff is not requesting any funds for design, right -of -way acquisition or construction of the project. Such considerations would be entertained subsequent to review of the completed study. There are sufficient unappropriated funds in the Los Angeles Avenue AOC Fund (Fund 2501) to fund the study discussed herein. STAFF RECOMMENDATIONS (ROLL CALL VOTE) 1. Direct staff on which second access locations are to be included in the feasibility study. 2. Authorize the City Manager to sign a consultant agreement for a feasibility study of the subject project at a cost not to exceed $35,000.00. 2. Adopt Resolution No. 2010 - amending the FY 2010/11 Budget to fund the feasibility study for Project 8089. Attachment: 1 — Resolution S \Public Works \Everyone \Reports \Staff Reports\2010 \October \10 -06 -2010 (Budget Amend AVCP Access Study) doc 7 Attachment 1 RESOLUTION NO. 2010- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2010/11 BUDGET TO APPROPRIATE FUNDS FOR PROJECT 8089: ARROYO VISTA COMMUNITY PARK SECOND ACCESS FROM THE LOS ANGELES AVENUE AOC FUND (2501) WHEREAS, on June 16, 2010, the City Council adopted the Operating and Capital Improvement budget for Fiscal Year 2010/2011; and WHEREAS, a staff report has been presented to the City Council summarizing the need for the preparation of a feasibility study related to the possible establishment of a second access to Arroyo Vista Community Park, and WHEREAS, a budget appropriation of $35,000.00 is needed from the Los Angeles AOC Fund (2501) to finance the cost of the feasibility study; and WHEREAS, Exhibit "A" attached hereto and made a part hereof, describes said budget amendment and its resultant impacts to the budget line items. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK. DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a budget amendment in the aggregate increase of $35,000.00 as described in Exhibit "A" attached hereto, is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original Resolutions.
