Or- iL9oORPARK, (-AIL is =i L .: City Council Meeting ACTION: TO: Honorable City Council FROM: Dave Klotzle, Interim City Engineer /Public Works Director DATE: September 22, 2010 (CC Meeting of 10/06/10) SUBJECT: Consider Purchase of Traffic Signal Poles and Equipment Required for the Construction of a Drive — Project 8078 BACKGROUND Traffic Signal at Collins Drive and University On February 4, 2009, the City Council approved funding for the design and construction of a new traffic signal at the intersection of Collins Drive and University Drive. A settlement agreement between the City and Ventura County Community College District (District) dated May 1, 2008, requires the City to complete the construction of the subject signal by June 30, 2011. The agreement also provides for the City to fund the design and construction of the signal improvements using the District's tax increment allocation for property taxes received from the Moorpark Redevelopment Agency. As part of the settlement agreement, the District's tax increment allocation has been transferred to the City from the period of Fiscal Year 2006/07 to Fiscal Year 2024/25, or transfer of $1,000,000, whichever occurs first. DISCUSSION The City has retained the firm of Hartzog & Crabill Inc. to prepare the plans and specifications for the construction of the project. It is anticipated that the design will be complete, and the project will be ready to seek City Council authorization to advertise for bids, in November or December 2010. The procurement of traffic signal poles and controller equipment is typically included in the construction contract but it often takes four to six months for delivery of the poles and equipment. In order to expedite the project, staff is requesting authorization to proceed with this procurement process prior to seeking construction bids. The poles and equipment would be delivered to and stored at the Moorpark Public Services Facility until the contractor is ready to install them. Bidder Amount ($) McCain Inc. 18,008.61 Pacific Lighting Sales, Inc. 18,055.76 JTB Supply Company, Inc. 20,957.20 The lowest responsible and responsive bidder is McCain Inc., with a bid of $18,008.61. The signal controller cabinet and equipment will be purchased from Econolite Group Inc. at an estimated cost of $28,000.00. The final equipment cost will be determined upon completion of the signal design. Econolite is the sole source provider of the proprietary equipment used for controlling the City's traffic signals. The total estimated purchase price for the traffic signal poles and controller equipment including taxes and delivery is $46,000.00. FISCAL IMPACT There are sufficient funds allocated in the adopted Fiscal Year 2010/11 budget for the $46,000.00 cost of traffic signal poles and controller equipment.
