SUBJECT: Consider Authorizing the Use of the City Marquee Signs and Portable
Lights for Rotary Club Civil War Reenactment Event
DISCUSSION
For the past few years, the Council approved the use of the City's portable lights and
the City's marquee signs for the annual Civil War Reenactment event that is held by the
Rotary Club of Moorpark. The Rotary Club of Moorpark is requesting the same for this
year's event. Staff supports approval of the Rotary's 2010 event request subject to the
following conditions:
• Rotary will provide standard insurance and waiver of liability requirements for
use of the marquee signs and portable lights as approved by the Assistant
City Manager; and
• City staff will deliver portable lights to the event sight on Friday, November 12
and pick the lights up on Monday, November 15. Rotary will be responsible
for secure storage of the City's lights from the time of delivery until pickup;
and
• Rotary will be permitted to post a message on the City's two electronic
marquee signs. The message needs to be limited to: event name, date, time,
and location of the Civil War Reenactment event. The exact wording of the
message will be approved by City staff and will be displayed for a maximum
of two weeks.
STAFF RECOMMENDATION
Approve use of City marquee signs and approve use of City portable lights, subject to
conditions specified in the agenda report.

Subject: Request for Use of City Electronic Marquee Signs and City
Outdoor Lights for the Rotary Club of Moorpark Annual Civil War
Reenactment Event at Tierra Rejada Ranch
Dear Mr. Riley:
Each year for the last eight years the Rotary Club of Moorpark has held its
annual Civil War Reenactment at the Tierra Rejada Ranch in the Moorpark area.
We have been fortunate that each year the event has grown in size and
importance to the point that it is now the largest reenactment event in California.
This year our event will be held on November 13th and 14th at the Tierra Rejada
Ranch. As in previous years the evening battles are the highlight of the two day
event and the use of the City's lights make this possible. Additionally, we would
request the use of the City's electronic marquee signs to notify the residents of
the upcoming event.
The Rotary Club of Moorpark has been in this community for over fifty (50) years
and has always been an active participant in youth activities, community
activities, and charitable organizations. All of the funds, after paying expenses,
go to the continued support of the community. We have greatly appreciated the
City's support in the past for the Club's major fundraising event. Please join us in
it's continued success for the benefit of the youth and community activities and
the support of charitable organizations like the Boys and Girls Club of Moorpark.
