HomeMy WebLinkAboutAGENDA REPORT 2010 1117 CC REG ITEM 10E ITEM 10.E. :.r Cotincii MOORPARK CITY COUNCIL -- AGENDA REPORT TO: Honorable City Council FROM: Stephanie Shaw, Recreation Supervisor DATE: November 3, 2010 (CC Meeting of 11117/10) SUBJECT: Consider Moorpark High School Band and Color Guard's Request for Parking Lot and Gate Closure at Arroyo Vista Community Park at 10:30 p.m. on November 20 for Battle of the Bands Event DISCUSSION The Moorpark High School Band and Color Guard (Band) will host their annual "Battle of the Bands" event on Saturday, November 20, 2010 at Moorpark High School. The event begins in the early morning and will conclude around 10:00 p.m. This event draws over 4,000 people each year. Due to the large event attendance, some event patrons will park at Arroyo Vista Community Park (AVCP). The Band has submitted a reservation request for use of AVCP. The request is for use of the grass area north of the recreation center building from 1:00 to 8:00 p.m. for a band warm-up area. The band will pay the normal rental fees for this use. Fees will not be charged for use of parking lots, as the lots will remain open to other park patrons during park hours. However, as part of their rental request, the Band has asked that the parking lots and gates at AVCP remain open until approximately 10:30 p.m. to allow all event patrons enough time to leave the park parking lots. AVCP hours as defined by the Moorpark Municipal Code (12.16.020) are 6:00 a.m. to 10:00 p.m. The park is closed from 10:00 p.m. to 6:00 a.m. The MMC states, "No person shall enter or remain in any park or open space during the hours that the park or open space is closed." The City Council is being asked to approve an exception to the MMC park hours and authorize the use of AVCP parking lots until 10:30 p.m. on November 20, 2010 for the "Battle of the Bands" event. If authorized, staff will be scheduled to close the gates at AVCP at 10:30 p.m. rather than 10.-00 p.m. The Band will also be responsible for the cost of approximately four hours of staff time. 192 Honorable City Council November 17, 2010, Regular Meeting Page 2 STAFF RECOMMENDATION Authorize City Manager to approve the closure of parking lots and gates at Arroyo Vista Community Park at 10:30 p.m. on November 20, 2010 as a condition of the rental permit for Moorpark High School Band and Color Guard's "Battle of the Bands" event. Stephanie, The Moorpark High School Band and Colorguard would like to reserve the grassy area adjacent to the Park& Rec office for the day on Saturday Nov. 20, 2010. The area will serve as a band warm- up area. There will be no bus participant parking in the park, only on school grounds. Please reply to advise if there is a cost, any paperwork or permits necessary or with written approval. We will have 36 bands from across Southern California participating with a couple thousand spectators expected at the all day event, which begins at 8:45am. The final Awards ceremony is set to conclude by 9:45pm. Since there may be some spectator parking occurring in the park area and the spectators may not depart by 10:00 pm on that evening, can we extend the park gate closing until 10:30pm to ensure the visitors to our city aren't inconvenienced by having the gates locked at 10:00pm?
