MINUTES OF THE CITY COUNCIL Moorpark, California May 18, 2016 A Special Meeting of the City Council of the City of Moorpark was held on May 18, 2016, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the meeting to order at 6:35 p.m. 2. ROLL CALL: Present: Councilmembers Mikos, Millhouse, Pollock, Van Dam, and Mayor Parvin. Staff Present: Steven Kueny, City Manager; Kevin Ennis, City Attorney; Alison Krumbein, Sohagi Law Group (via conference call); Deborah Traffenstedt, Assistant City Manager; David Bobardt, Community Development Director; Sean Corrigan, City Engineer/Public Works Director; and Jeremy Laurentowski, Parks and Recreation Director (arrived at 7:00 p.m.). 3. PUBLIC COMMENT: None. 4. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 5. CLOSED SESSION: Mr. Kueny requested the Council would go into closed session for discussion of two cases under Item 5.B. and for Item 5.D. on the agenda. MOTION: Councilmember Pollock moved and Councilmember Mikos seconded a motion to adjourn to closed session for discussion of two cases under Item 5.B. and for Item 5.D. on the agenda. The motion carried by unanimous voice vote. The time was 6:35 p.m. B. CONFERENCE WITH REAL PROPERTY NEGOTIATOR (Pursuant to Government Code Section 54956.8) Property: APN 506-0-020-120, 240 East Los Angeles Avenue City Negotiator: Steven Kueny, City Manager Negotiating Parties: The City of Moorpark and Judith A. Patton Under Negotiation: Price and terms of payment Present in closed session were Councilmembers Mikos, Millhouse, Pollock, Van Dam, and Mayor Parvin; Steven Kueny, City Manager; Kevin Ennis, City Attorney; Alison Krumbein, Sohagi Law Group (left the meeting at 6:49 p.m.); Deborah Traffenstedt, Assistant City Manager; David Bobardt, Community Development Director; Sean Corrigan, City Engineer/Public Works Director; and Jeremy Laurentowski, Parks and Recreation Director (arrived at 7:00 p.m.). The City Council reconvened into open session at 6:49 p.m. Mr. Ennis announced that the Council would be going back into closed session for one case under Item 5.A., and that the facts and circumstances creating significant exposure to litigation consist of a letter dated April 19, 2016, from Joshua Valene, Esquire. MOTION: Councilmember Van Dam moved and Councilmember Mikos seconded a motion to adjourn to closed session for discussion of one case under Item 5.A. on the agenda. The motion carried by unanimous voice vote. The time was 6:49 p.m. A. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION Significant exposure to litigation (Pursuant to Paragraphs (2) or (3) of Subdivision (d) of Government Code Section 54956.9: (Number of cases to be discussed - 4) The Council reconvened into open session at 7:10 p.m. Mr. Kueny stated one case under Item S.A. and two cases under Item S.B. were discussed and there was no action to report. 6.
