CITY OF MOORPARK,CALIFORNIA City Council Meeting MOORPARK CITY COUNCIL of - o o10i(o AGENDA REPORT ACTION: TO: Honorable City Council a FROM: Jessica Sandifer, Program Manag- I DATE: July 11, 2016 (CC Meeting of 7/20/16) SUBJECT: Consider Resolution Approving Participation in the Institute for Local Government's Beacon Program BACKGROUND Since 2010, the City of Moorpark's sustainability efforts include participating in an energy efficiency partnership program with Southern California Edison (SCE), Southern California Gas Company and Ventura County Regional Energy Alliance. The City has also completed two Sustainability Reports and implemented numerous energy saving projects for City Parks and Facilities. These energy saving projects helped the City of Moorpark achieve the SCE Energy Leader Partnership Program's Silver Tier Level status by achieving over eleven percent (11%) in energy savings (183,662 kWh). DISCUSSION The Beacon Program is a statewide program that provides support and recognition to California cities and counties that are working to reduce greenhouse gas (GHG) emissions, save energy, and adopt policies and programs that promote sustainability. The Beacon Program is funded through California utility ratepayers and sponsored by the Institute for Local Government and the Statewide Energy Efficiency Collaborative. The Beacon Program features two types of awards (Beacon Award and Spotlight Award) in five areas of accomplishments, including reducing municipal and community GHG emissions, electricity and gas savings in municipal facilities, and sustainability best practices. Within each area, a participant can earn one of three levels, a silver, gold, or platinum Spotlight Award based on level of achievement. To win a full Beacon Award, participants are required to demonstrate achievement in all five areas. In order to participate in the Beacon Program, cities must complete a simple application, designate a lead staff person as a point of contact, and adopt a resolution by the 320 Honorable City Council July 20, 2016 Page 2 governing body committing the agency to participate in the program. The City of Moorpark, with the help of the Ventura County Regional Energy Alliance, also pledges to try to achieve measurable GHG reductions and energy savings in agency facilities as well as try to achieve measurable GHG reductions and promote energy conservation activities in the community. In turn, the Institute for Local Government pledges to provide resources and technical support to assist participants in their journey through the Beacon Program. Awards are presented in conjunction with the League of California Cities Annual Conference. Participants will be asked to provide information about their efforts to reduce GHG emissions and save energy as well as progress in completing a GHG inventory, climate action plan, and undertaking activities in the ten best practice areas in the spring, with a final deadline for award designation in July 2016. Participating in the Beacon Award program will increase the City of Moorpark's visibility within our region and statewide. It is an opportunity for the City to showcase its existing efforts to promote sustainability and save energy, while working towards one of the three award levels (silver, gold, or platinum). FISCAL IMPACT There is no fiscal impact for participating in the Program. Program participation may increase the City of Moorpark's competitiveness for future state or other grant funding for energy-saving or sustainability programs. STAFF RECOMMENDATION Adopt Resolution No. 2016- approving participation in the Institute for Local Government's Recognition Program, the Beacon Program. Attachment: Resolution No. 2016- 321 RESOLUTION NO. 2016- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, APPROVING PARTICIPATION IN THE INSTITUTE FOR LOCAL GOVERNMENT'S BEACON PROGRAM WHEREAS, the City of Moorpark is undertaking policies, programs and activities to reduce greenhouse gas emissions and save energy; and WHEREAS, these policies, programs and activities conserve natural resources, save energy and money, and promote sustainable land use and transportation planning in the community; and WHEREAS, cities and counties statewide are leading by example by adopting innovative sustainability programs and policies, including working with community residents, business groups and others; and WHEREAS, Southern California Edison, Southern California Gas Company and the Ventura County Regional Energy Alliance have created an energy efficiency "Partnership Program" and have designated the City as achieving Silver Tier Level Status in the Partnership Program as a result of the City's energy efficiency efforts to date; and WHEREAS, the City of Moorpark wishes to expand these activities, share its experiences with other communities, and be recognized for its accomplishments; and WHEREAS, the Beacon Program is a voluntary program of the Institute for Local Government, the non-profit research and education affiliate of the California State Association of Counties and the League of California Cities; and WHEREAS, the Beacon Program recognizes and celebrates achievements of cities and counties that reduce greenhouse gas emissions and save energy; and WHEREAS, participating in the Beacon Program is an opportunity for the City of Moorpark to be recognized for its efforts to promote sustainability, reduce greenhouse gas emissions and save energy. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, DOES HEREBY RESOLVE AS FOLLOWS: Section 1. That the City of Moorpark agrees to participate in the Beacon Program. 322 Resolution No. 2016- Page 2 Section 2. That the City of Moorpark will work towards achieving the Silver, Gold and/or Platinum Beacon Award levels. Section 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this 20th day of July, 2016.
