SUBJECT: Consider Resolution Amending the Fiscal Year 2008/09 Budget to
Allocate Funds for Mammoth Art Sculpture at Mammoth Highlands
Park
DISCUSSION
Mammoth Highlands Park, currently under construction, was named to recognize the
two significant paleontological mammoth skeleton finds in the Moorpark Highlands and
Meridian Hills residential projects. In an attempt to highlight the significance of the
Park's name and tie the name to the mammoth skeleton finds, staff proposes the
commissioning of an art piece that also has play value. The proposed art piece is a
sculpture of mammoth bones embedded in sand (See Attachments A-1 & A-2). The
sculpture's design is consistent with the mammoth skeleton found in Moorpark which
dates back approximately 750,000 years ago. Staff also proposes stamping mammoth
footprints along the concrete walkway from the parking lot to the sand lot containing the
mammoth bone sculpture.
Working with a national playground equipment supplier, NSP3, a division of Parks
Associates, staff has found a designer to create the custom, one of a kind mammoth
bone sculpture, and a pre-cast concrete contractor who will create the piece. The
sculpture's design and eventual installation will conform to all playground safety
standards and guidelines to provide an enjoyable and safe experience for children. The
installation will include a poured-in-place, rubberized surface from the walkway to the
sculpture to meet ADA accessibility requirements. The Park's estimated completion
date is early June, 2009.
The estimated cost of the art project is $32,000 ($22,000 for the sculpture and $10,000
for p oured-in-place surface). This project is outside of Pardee Homes' park
development obligation. Since the sculpture is an original, one-of-kind piece, in a public

setting, staff proposes using of the City's Pubic Art Fund to design, purchase, and install
the project.
FISCAL IMPACT
The City's Art in Public Places Fund's current balance is approximately $1.6 million. Of
that amount, approximately $300,000 will be spent towards the completion of the
Veteran's Memorial, leaving a balance of approximately $1.3 million.
STAFF RECOMMENDATION (Roll Call Vote)
Adopt the attached Resolution amending the FY 2008/09 budget to appropriate $32,000
from the Art in Public Places Fund for the Mammoth Highlands Park sculpture.

RESOLUTION NO. 2009-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR
2008/09 BUDGET TO ALLOCATE $32,000 FROM THE ART IN
PUBLIC PLACES FUND (2151) FOR MAMMOTH HIGHLANDS
PARK SCULPTURE
WHEREAS, on July 2, 2008, the City Council adopted the budget for Fiscal Year
2008/09; and
WHEREAS, a staff report has been presented to said Council requesting a
budget amendment allocating $32,000 from the Art in Public Places Fund for a
Mammoth sculpture at Mammoth Highlands Park; and
WHEREAS, Exhibit "A" hereof describes said budget amendment and its
resultant impacts to the budget line item(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment allocating $32,000 from the Art in Public
Places Fund as more particularly described in Exhibit "A" attached hereto is hereby
approved.
SECTION 2. The City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
