SUBJECT: Consider Resolution Amending the Fiscal Year 2008/09 Budget to
Appropriate Funds for Design and Construction of a Traffic Signal at
Collins Drive and University Drive— Project 8078
BACKGROUND
This project is for design and construction of a new traffic signal at the intersection of
Collins Drive and University Drive as identified in the current Seven Year Capital
Improvement Program, Fiscal Year 2007/08 — 2013/14, approved by City Council on May
71 2008. A traffic signal warrants analysis was performed in May, 2005 and determined
that the installation of a signal at this location is warranted based on traffic volume and
accident history.
A settlement agreement between the City and Ventura County Community College
District (District) dated May 1, 2008 requires the City to complete the construction of the
subject signal by June 30, 2011. The agreement also provides for the City to fund the
design and construction of the signal improvements using the District's tax increment
allocation for property taxes received from the Moorpark Redevelopment Agency. As part
of the settlement agreement, the District's tax increment allocation has been transferred
to the City from the period of Fiscal Year 2006/07 to Fiscal Year 2024/25, or transfer of
$1,000,000; whichever occurs first.
DISCUSSION
The proposed improvements include all the signal poles, electrical equipment, video
detection system, traffic signs and thermoplastic striping for a fully signalized, four-way
intersection. The signal improvements can be constructed without the need for additional
right-of-way.

The City has retained the services of Hartzog & Crabill Inc. to design the signal
improvements under their existing agreement with the City for traffic signal design and
maintenance services. Design of the signal improvements is expected to be completed by
June 2009. Staff will then return to City Council for approval of the project plans and
specifications and authority to advertise for construction bids. Construction of the signal
improvements is anticipated to commence in Summer 2009.
FISCAL IMPACT
An amendment to the City's Fiscal Year 2008/09 budget is required to fund the design and
construction of the proposed signal improvements. The project will be funded from the
College District's tax increment allocation for property taxes received by the Moorpark
Redevelopment Agency.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR
2008/09 BUDGET TO APPROPRIATE FUNDS FOR PROJECT
8083: TRAFFIC SIGNAL IMPROVEMENTS AT COLLINS DRIVE
AND UNIVERSITY DRIVE FROM THE CAPITAL IMPROVEMENT
FUND - FUND (4000)
WHEREAS, on May 7, 2008, the City Council approved the Seven Year Capital
Improvement Program, Fiscal Year 2007/08 — 2013/14, including Traffic Signal
Improvements at Collins Drive and University Drive; and
WHEREAS, on July 2, 2008, the City Council adopted the budget for Fiscal Year
2008/2009; and
WHEREAS, it is necessary to increase the amount of the appropriations and
budget for the project; and
WHEREAS, Exhibit "A" attached hereto and made a part hereof, describes said
budget amendment and its resultant impacts to the budget line items.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That a budget amendment in the aggregate increase of $210,000
as described in Exhibit "A" attached hereto, is hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original Resolutions.
