Lail, City Engineer/Public Works Director Prepared by: Shaun Kroes, Senior Management An sti DATE: March 20, 2009 (CC meeting of 04/01/09) SUBJECT: Consider Resolution Authorizing the City's Fiscal Year 2009/10 Transportation Development Act Claim for Bicycle and/or Pedestrian Article 3 Purposes BACKGROUND The City has applied for $30,000 in Transportation Development Act (TDA) Article 3 Bicycle/Pedestrian Project Funds. The funding will be used in Fiscal Year 2009/10 for pedestrian crosswalk countdown signals at eight intersections. A resolution authorizing the claim must be submitted to the Ventura County Transportation Commission (VCTC) before funds can be allocated. Resolutions are due before June 30, 2009. DISCUSSION Pursuant to California PUC Section 99233.3, a portion of the available TDA Local Transportation Funds each year must be used for planning, maintaining, and constructing facilities for the exclusive use of pedestrians and bicyclists. In FY 2009/10, VCTC expects about $522,672 to be available on a competitive basis to the cities and County for local bicycle or pedestrian projects. Applicants are strongly encouraged to provide a 50/50 match with local and/or other grant funds to augment the Article 3 funds being requested. The City applied for$30,000 for the pedestrian crosswalk countdown signals. The project's expected expense at the time of the application was $30,000. Staff proposed that the City's match would be staff time spent on the project, estimated at a value of $7,000 or 19% of total project costs. Applications were due March 2, 2009 (Attachment B). The applications will be reviewed by the Citizen's Transportation Advisory Committee/Social Services Transportation Advisory Council (CTAC/SSTAC). The group will make recommendations to VCTC on May 12, 2009. The recommendations will be reviewed by VCTC on June 5, 2009 and will give final funding allocation approvals. FISCAL IMPACT The City is expected to receive $30,000 in TDA Article 3 funding in FY 2009/10. This revenue will be used to fully fund the project. STAFF RECOMMENDATION Adopt Resolution No. 2009 - . Attachment A RESOLUTION NO. 2009- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING THE FILING OF A CLAIM WITH THE VENTURA COUNTY TRANSPORTATION COMMISSION FOR ALLOCATION OF TRANSPORTATION DEVELOPMENT ACT FUNDS FOR BICYCLE AND/OR PEDESTRIAN ARTICLE 3 PURPOSES FOR FISCAL YEAR 2009- 2010 WHEREAS, the State Transportation Development Act (TDA), as amended (Public Utilities Code Section 99200 et seq.), provides for the allocation of funds from the Local Transportation Fund (LTF) for use by eligible claimants for various transportation purposes, and WHEREAS, the TDA was specifically amended in 1973 to include funding under PUC Section 99234 for planning of and/or projects for the exclusive use by bicyclists and/or pedestrians; and WHEREAS, pursuant to the provisions of the TDA, as amended, and pursuant to the applicable rules and regulations hereunder (Cal. Code of Regulations Sections 6600 et seq.), a prospective claimant wishing to receive an allocation from the LTF shall file its claim with the Ventura County Transportation Commission (VCTC). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City Manager and or his designee is authorized to execute and file an appropriate claim pursuant to the applicable rules and regulations promulgated hereunder, together with all necessary supporting documents, with the VCTC for an allocation of LTF Article 3 funds in FY 2009/10. SECTION 2. That the City's authorized claim includes $30,000 under TDA Article 3 for local bicyclist and/or pedestrian project expenditures. SECTION 3. That the City Clerk is directed to transmit a copy of this resolution to VCTC. SECTION 4. (Authorizing Signature) Steven Kueny, City Manager (Print Name & Title) : )00166 Countdown Pedestrian Signals Project Description Matching and Past Allocations The City of Moorpark is requesting $30,000 in TDA Article 3 funds to install eight countdown pedestrian signals at the following intersections (map attached): • Tierra Rejada and Countrywood • Tierra Rejada and Mountain Trail • Tierra Rejada and Mountain Meadow • Tierra Rejada and Peach Hill • Miller Parkway and Peach Hill • Los Angeles Avenue (SR 118) and Moorpark Avenue (SR 23) • Los Angeles Avenue (SR 118) and Spring Road • Spring Road and Peach Hill The estimated cost for a countdown pedestrian signal is $3,750 per intersection. Although no local match is specified for this project, it is estimated that approximately $7,000 in staff time and materials will be spent on this project (or 19% of total project costs). Although the City shows a fund balance of $43,758, this revenue is to be spent on previous projects not yet completed. Safety All of the proposed intersections are in the vicinity of schools and are on streets with high traffic volumes. The City currently has countdowns at two other intersections (Campus Park Drive and Collins; and Moorpark High School/Mountain Meadows Plaza). It is the City's goal to standardize its intersection hardware. Case studies have shown that countdown pedestrian signals can improve pedestrian safety at crosswalks. Examples of safety improvement include: • They provide a better understanding of what the flashing "Don't Walk" signal means by showing the seconds left to cross the street. This can minimize the reaction to turn/run back or run the rest of the way across the intersection, which is less safe than walking. • They discourage pedestrians from starting across the intersection too late. • They provide more information for pedestrians and drivers which help to make everyone more alert. Project Readiness The City is ready to begin the project during Summer 2009. It is anticipated that this project will be completed before the end of the calendar year. rooiG7 Page 2 of 3 Special Considerations The countdown pedestrian signals are another tool for the City as it continues its effort to make Moorpark a pedestrian friendly town. The safer that pedestrians feel, the more inclined they will be to continue to walk and bike to their destinations rather than drive, which in turn reduces pollution and improves the quality of life in Moorpark. Other pedestrian friendly projects that Moorpark has recently begun include the Lassen Avenue Walkway/Bikeway, which connects the Moorpark downtown area to local shopping centers. The Lassen Avenue project was partially funded with FY 08/09 TDA Article 3 funds as well. The City is also pursuing the expansion of Princeton Avenue, which connects the northeastern portion of Moorpark to the rest of the City. The expansion includes bike lanes on both sides of Princeton Avenue. The City submitted a grant request for more than $200,000 to the State to fund the bikeway. The City should know if it will receive the funds in Spring 2009. Maintenance of Facility The City of Moorpark Public Works Department provides routine maintenance for the City's intersections. Reports of malfunctioning intersections are handled immediately. Connectivity Although not specifically related to a regional pathway system, the new countdown pedestrian signals will increase the number of countdown pedestrian signals four-fold. Involvement of Other Aqencies Caltrans will be involved in the project. Two of the intersections are on state highways, which will require permit applications and coordination with Caltrans staff. Other agencies may learn from Moorpark's example of improving pedestrian safety. Traffic Generators The countdown pedestrian signals are all in locations of important traffic generators, including public schools, shopping centers, and residential neighborhoods. Moorpark City Transit also passes through all of the intersections where countdown pedestrian signals are proposed. Expected Utilization The proposed countdown pedestrian signals cover a large area of Moorpark, although the majority of them are concentrated in the southern end of the City. Two of the proposed intersections are in the downtown area. The countdown pedestrian signals will provide safe crossings for pedestrians traveling to and from homes, shopping _ centers, schools and parks. 1'00168 Page 3 of 3 Multi-Modal Interface The countdown pedestrian signals are all in areas where Moorpark City Transit provides bus service.
