BACKGROUND AND DISCUSSION
On February 4, 2009, the City Council reviewed the attached staff report (Attachment 1) on
Mission Statement, Priorities, Goals and Objectives for fiscal Year 2008/2009 and gave
direction for Fiscal Year 2009/2010. Also attached (Attachment 2) is an excerpt from the
approved minutes of that meeting showing the Council's comments.
At the March 4, 2009, meeting, Council directed staff to schedule a joint meeting with the
Moorpark Arts Commission for April 8, 2009, to obtain feedback on the Mission Statement,
Priorities, Goals and Objectives for Fiscal Year 2009/2010. This meeting was canceled
and rescheduled for April 29, 2009.

SUBJECT: Consider Status Report on Mission Statement, Priorities, Goals and
Objectives for Fiscal Year 2008/2009 and Direction for Fiscal Year
2009/2010
Attached are the City Council's approved Mission Statement, Priorities, Goals and
Objectives for FY 2008/2009. In approving this document, the Council included a list of
top ten (10) priorities, which consists of forty -four (44) of the one hundred sixteen (116)
identified objectives. All objectives are placed in one of three categories (0 to 2 years; 2
to 5 years; and 5+ years) based on their estimated time for completion. The completed
document also indicates which objectives were Funded (F), Not Funded (NF), or only
required Staff Effort (SE).
A written status report on the various priorities and objectives is not included as part of
this report. The City Council Bimonthly Report provides a status on most of these items
as well as other staff work efforts. Staff will respond to specific Council questions when
this matter is considered.
Since'2001, the Council has reviewed the objectives prior to preparation of the budget
with the purpose of having more correlation between the Council approved objectives
and City Manager proposed budget.
It has been our practice to maintain a secondary list of objectives. In prior years,
several items have been elevated from this list to approved objectives by the Council.
On July 2, 2008, the Council approved a list of 52 items to remain on a list of Potential
Objectives. The list of Potential Objectives is attached to this report. Six (6) additional
Potential Objectives beginning with No. 53 are added to that list for Council
consideration.

E. Consider Status Report on Mission Statement, Priorities, Goals and
Objectives for Fiscal Year 2008/2009 and Direction for Fiscal Year
200912010. Staff Recommendation: Direct staff as deemed appropriate.
Mr. Kueny gave the staff report.
In response to Mayor Parvin, Ms. Traffenstedt stated there were no
speakers.
The following comments were made by Council: 1) Make contact information
for foreclosure counseling available on the City's website for Moorpark
families losing their homes; 2) Advertise regularly for the High Street Arts
Center on marquee signs; 3) Emphasize spending more time and money on
graffiti abatement, and 4) In planning for the future year, keep in mind a long-
term perspective, invest in what will be the future, and do not get rid of the
best people.
CONSENSUS: It was the consensus of the Council to receive and file the report
with comments from Council.
