Lindley, Parks, Recreation & Community Services Director j' DATE: March 25, 2009 (CC Meeting of May 6, 2009) SUBJECT: Consider Fee Increase for Tennis Court Lights and Establish Future Outdoor Basketball Court Light Fee DISCUSSION Staff is seeking City Council approval to increase tennis court light fees from the current $.25 per quarter hour ($1.00 per hour), to $.50 per quarter hour ($2.00 per hour). The lights are available for use by the public via a coin operated timer. The City has never increased its original tennis court light fee, initially implemented with the completion of the eight lighted courts at Arroyo Vista Community Park (AVCP) in September 1999. In addition to the eight lighted courts at AVCP, Miller Park has two lighted tennis courts and the future Mammoth Highlands Park is slated for one lighted court and a lighted basketball court. Staff's intent is to apply the proposed $.50 per quarter hour fee to the future coin operated lights to be installed on the basketball courts at Miller Park, Peach Hill Park, Mountain Meadows Park, and College View Park. Since 1999, the City has experienced a 107% electrical rate increase on tennis court lights, and additional increases are expected in 2009. It is appropriate that the electrical utility cost be passed on to the user, rather than borne by the general public. To that end, it is recommended that the Council approve the fee increase. If approved, it is staff's intent to implement the fee increase upon two weeks notice to tennis court users, and to include the tennis court fee in the City's Fee Resolution when it is brought to the Council at a future meeting. FISCAL IMPACT In Fiscal Year 2007/08, at the current $.25 per quarter hour, the tennis court lights at AVCP and Miller Park generated approximately $3,000. It is anticipated that the proposed fee increase would double the existing revenue, offsetting the cost to operate the lights. With the completion of the basketball courts light project, the revenue 0 0IL88 Honorable City Council May 6, 2009 Page 2 generated will also offset costs. Revenue generated from the tennis and basketball courts lights is deposited in the Park Maintenance Fund. STAFF RECOMMENDATION Roll Call Vote Approve the tennis and outdoor basketball court light fee of $.50 per quarter hour, and direct staff to include the fee in the next update of the City's Park Facility Use and Reservation Fees Resolution. 000189
