HomeMy WebLinkAboutAGENDA REPORT 2009 0506 CC REG ITEM 10O 10* DO " .F ..dM citY of MooRPARac,cALIFOr- : u City Council Meeting MOORPARK CITY COUNCIL of S G X09 AGENDA REPORT ACTION: M I S/1/1 TO: The Honorable City Council &f: FROM: Stephanie Shaw, Recreation Supervisor DATE: April 15, 2009 (Meeting of May 6, 2009) SUBJECT: Consider Granting Moorpark Packer Football's Request to Use City's Time at Moorpark Country Club Golf Course BACKGROUND The Second Amendment to Settlement Agreement between the City and Toll Brothers, dated May 16, 2003, includes a provision that allows the City to use the Moorpark Country Club golf course (18 of the 27 holes, including use of golf carts) and clubhouse for one City sponsored event each calendar year, at no cost except for Toll's "out-of-pocket" expenses. It was intended that this provision would be used to raise funds for a City sponsored program to benefit Moorpark residents. The first year this provision was effective, Toll Brothers donated $5,000 towards the City's Recreation Youth Scholarship Program in lieu of the City's use of the golf course. In following years, the Council elected to offer the City's use privileges to organizations including the Moorpark Boys and Girls Club and LA Rampage Soccer Club in return for a donation from them to the City for the Youth Scholarship Program. DISCUSSION For the calendar year 2009, neither the Boys and Girls Club nor LA Rampage expressed interest in using the Moorpark County Club golf course. In an effort to secure another interested party, the City offered the use of the golf course to the youth sports organizations that have Agreements with the City. The City offered the golf course use in exchange fora $5,000 donation to the City for the Youth Scholarship Program. Moorpark Packer Football would like to accept the City's offer. Packer Football began serving the Moorpark community in 1989. They currently serve 170 youth in their football program. The tentative date for their tournament would be some time in August. If the Council approves this request it would be with the understanding that this is a one-time offer and that Packer Football will negotiate directly with the Moorpark Country Club for the date of the tournament and other details. FISCAL IMPACT The approval of the request provides the City with $5,000 to use for recreation program scholarship for qualifying Moorpark youth. STAFF RECOMMENDATION Approve Moorpark Packer Football's one-time use of the City's golf privileges as described in this Agenda Report.
