SUBJECT: Consider Notice of Completion for the Lassen Avenue
Bikeway/Walkway (Project 8074)
BACKGROUND
On February 18, 2009 the City Council approved the award of a contract for the
construction of the Lassen Avenue Bikeway/Walkway. The Notice to Proceed for
construction was effective on March 23, 2009 with a contract completion date of May 11,
2009. The project was completed ahead of schedule.
The scope of work for this project included a 12-foot wide asphalt path within the
unimproved Lassen Avenue right-of-way extending from Moorpark Avenue to Park Lane.
The path included a centerline stripe, "BIKE" and "WALK" legends, and signs for a 6-foot
wide bikeway next to a 6-foot wide walkway. A 5-foot strip of wood chips was installed on
both sides of the paved path. The new path has connecting ramps at the south ends of
McFadden Avenue and Cornett Avenue. Existing concrete slabs, a water well and
standpipes located within the project area were removed.
The project design, contract administration and construction inspection was performed by
City staff, which along with very competitive bids, resulted in the project being completed
under budget and ahead of the project schedule.
DISCUSSION
A. Changes
1. Quantity Adjustments: As is typical with public works construction projects,

the actual quantities required for the job differed from the engineer's estimate. The
project required less quantities of asphalt and concrete curb and gutter, and more
quantity of asphalt curb. This resulted in a net decrease to the contract price prior
to any change orders as summarized as follows:

B. Final Inspection and Acceptance
The City has completed a final inspection of the project and has found the work to
be acceptable. At this time it is appropriate for the City Council to accept the
project as complete so that the City Clerk may record the Notice of Completion to
start the final lien period. If no Stop Notices are received from subcontractors or
suppliers, the ten percent retention will be released thirty-five (35) days after the
date of recordation of the Notice of Completion.

Total Project Cost and Funding Sources: This project is funded by several sources
including the General Fund, Moorpark Redevelopment Agency (MRA) Funds and TDA
Article 3 Funds. The original budget approved in FY 07/08 funded half of the project cost
with General Funds and the other half with MRA Funds.
In December 2007, $3,200 was spent from each of these two funds for a topographic
survey of the project site. In June, 2008, the Ventura County Transportation Commission
approved the City's application for $70,000 in TDA Article 3 funds for the project which
were included in the FY 08/09 budget in place of the previously budgeted General Funds.
Since the project design, contract administration and inspection was completed by staff,
all of the TDA Article 3 funds were used to fund the project construction. MRA Area 1
2001 Bond funds were budgeted for the remaining cost of the project. A summary of the
total project budget and costs is listed by funding source below. The project design and
construction was completed $46,692.34 under budget.
