SUBJECT: Consider Notice of Completion for the Tierra Rejada Road Median
Landscaping — Phase 2 (Project 8042)
BACKGROUND
On November 5, 2008 the City Council approved the award of a contract to Rock Bottom,
Inc., (Bakersfield, CA) for the construction of the median landscaping project on Tierra
Rejada Road adjacent to the Route 23 Freeway. This is the final phase of the Tierra
Rejada Road Median project which completes the landscape and hardscape
improvements in the median from the east city limits to Spring Road. The Notice to
Proceed for construction was effective on January 5, 2009. Construction of the project
has been completed.
The scope of work for this project included the removal of existing asphalt and soil within
the median, import of top soil, installation of concrete bedding and cobble stone
hardscape, plants, trees and an irrigation system. The contract also includes a 12-month
landscape and irrigation maintenance period, which will commence on June 3, 2009.
The project design, contract administration and construction inspection were performed
by City staff, resulting in the project being completed under budget.
DISCUSSION
A. Project Changes
One contract change order was approved for the project to replace 41.5 feet of
damaged asphalt median curb with new concrete curb. The total increase in the
project cost for this additional work is $1,037.50.

B. Final Inspection and Acceptance
The City has completed a final inspection of the project and has found the work to
be acceptable. At this time it is appropriate for the City Council to accept the
project as complete so that the City Clerk may record the Notice of Completion to
start the final lien period. If no Stop Notices are received from subcontractors or
suppliers, the ten percent retention will be released thirty-five (35) days after the
date of recordation of the Notice of Completion.
