CITY OF MOORPARK,CALIFORWA City Council Meeting of L- -0 0 09 ACTION: r djj&& MOORPARK CITY COUNCIL {' za / == AGENDA REPORT BY: TO: Honorable City Council FROM: John Brand, Senior Management Analyst f_ i DATE: May 27, 2009 (CC Meeting of 6/0312009) SUBJECT: Consider Memorandum of Understanding Between Smart and Final and the City of Moorpark Regarding Procurement of Grocery Items During an Emergency DISCUSSION As a part of its "Continuity of Government" strategy, the Council is being asked to approve a Memorandum of Understanding (MOU) with Smart & Final that would enable the City to purchase groceries during an emergency. In the event of an emergency, one of the most critical components in an effective response is the City's ability to continue operating in a manner that is appropriate to the circumstances. It is possible that in a major incident the City would have its Emergency Operations Center (EOC) activated and staffed for an extended period, while also providing normal City services. The City also has contingencies to shelter its EOC staff, their dependants, and displaced persons during an extended response and recovery period if necessary. From time to time the City's modest cache of emergency supplies including water, food, and medical supplies have had to be thrown out without being used because the products' "use by" dates have expired, or they become contaminated by age. The City has never been able to afford to build up a two or three week supply of such emergency supplies, as might be needed if there is a widespread incident of extended duration. The MOU with Smart & Final may enable the City to care for the basic needs of its EOC staff and others without maintaining a large cache of supplies. While specialty emergency rations such as military Meals-Ready-To-Eat (MRE's) may also be an important component of the City's survival strategy, it may be much more preferable and more economical to be able to provide normal foodstuffs during a disaster rather than MREs. Additionally, Smart & Final maintains a far more extensive inventory than the City could ever accumulate. 163 Honorable City Council June 3, 2009 Page 2 FISCAL IMPACT None. The MOU establishes a pre-approved credit account with Smart & Final. Actual purchases may be reimbursable if the incident is declared a disaster by the state or federal government. STAFF RECOMMENDATION Approve the Memorandum of Understanding and credit application, subject to final language approval by the City Manager and City Attorney, and authorize City Manager to sign the Agreement. These forms can also be used in non-emergency situations as well. If you do not have an agency charge account with Smart & Final, you are welcome to fill out the application and return it to your local Smart & Final manager. Also we have a fax service where you can fax in your order 24 hours in advance and it will be ready for pick-up when you arrive. Our associates are aware of your unique situation and will give you top priority to your transaction. Thank you. 166 Emergency Instructions Before an emergency occurs: 1. Visit your local Smart&Final store and introduce yourself to the Manager. He/She will be very happy to walk you through the process and if something does occur everyone is better prepared. _ 2. Fill-out a credit application so that in the event of an emergency the store manager can just charge straight to your account:without any delay. 3. Fill-out the Memorandum of Understanding in order that Smart& Final and your agency are aware of your needs. In the event of an emergency: 1. During store hours, contact the store manager directly. After store hours refer to contact list that is included in this packet. 2. Fill-out Customer Information sheet over the phone with the manager or emergency response associate. 3. Fill-out order sheet and fax to store or emergency response associate. If electricity is out, this can be done over the phone so it is ready for pick-up or delivery. 4. If product is being delivered to a specific site, we will need the drop off point so . we can give an estimated time of arrival. 5. If product is being picked-up at store location what time will it be picked-up.
