SUBJECT: Consider Agreement Amendment with Azteca Landscape for
Landscape Maintenance Services for the Veterans Memorial and
Mammoth Highlands Park
DISCUSSION
Staff requested price proposals from Venco Western Inc. and Azteca Landscape, the
City's two current landscape maintenance contractors, for landscape maintenance
services at the Veterans Memorial and Mammoth Highlands Park. It is anticipated
that the City will assume maintenance responsibility for both facilities by the end of
July. Malibu Pacific Tennis Courts will have completed its 90 -day post maintenance
obligation for the Veterans Memorial on July 29. The City is working on an
arrangement with Pardee Homes that would allow them to pay the City up front for
the cost of maintaining Mammoth Highlands Park for one year, in lieu of performing
the work. If that arrangement goes forward as expected, it is anticipated the park
would be turned over to the City by the third of fourth week of July. The dedication
and opening of Mammoth Highlands Park will correspond with the date the City
assumes responsibility for the park.

Azteca presented the lowest bid for both facilities. Staff included sufficient funds in
the draft FY 2009/10 budget for landscape services for the Veterans Memorial, but
not for Mammoth Highlands. An adjustment to the draft FY 2009/10 budget will be
made, prior to final Council adoption, to include $18,000 ($14,850 plus $3,150 for
contingency) in the expense budget for Mammoth Highlands Park landscape
services, with off - setting revenue to be paid by Pardee Homes.
FISCAL IMPACT
Park maintenance is funded from the City's Park Maintenance Fund, comprised of
revenues from the Park Improvement and Maintenance Assessment. Since the
assessment does not generate sufficient revenue to off set expenses, the City uses
General Fund monies in the amount of approximately $1.2 million. With the
assumption of maintenance responsibility for the Veterans Memorial and Mammoth
Highlands Park, the General Fund contribution to the Park Maintenance Fund will
increase. In FY 09/10, the increase will be approximately $2,145 (11 months for
Veteran Memorial, Mammoth Highlands will be funded by Pardee Homes). In FY
10/11, the increase will be approximately $19,000 ($2,410 Veterans Memorial and
$16,686 for Mammoth Highlands).
STAFF RECOMMENDATION
Approve an amendment to the City's Agreement with Azteca Landscape to include
services at the Veterans Memorial and Mammoth Highlands Park, and authorize the
Mayor to execute said amendment.
