Traffenstedt, Administrative Services Director/City Clerk BY: Maureen Benson, Assistant City Clerk 4-K1 1 DATE: June 22, 2009 (CC Meeting of 7/1/09) SUBJECT: Consider Revision to Teen Council Policy to Increase the Maximum Membership DISCUSSION At the June 17, 2009, regular meeting, Council directed staff to prepare a staff report for consideration to increase from eleven (11), to fifteen (15), the maximum number of teens who may serve on the Teen Council. The Attachment to this report includes legislative format to show how Policy 6.7 would be amended to make a change in the maximum number of Teen Council appointees from 11 to 15. FISCAL IMPACT There would be minimal fiscal impact from increasing the number of members on the Teen Council. The Teen Council members serve as volunteers. While there is no stipend paid for Teen Council members, the City does purchase Workers Compensation insurance for the Teen Council volunteers. The cost for insurance for up to four additional members would be offset by the number of volunteer hours that the City receives from its Teen Council members. STAFF RECOMMENDATION Approve a revision to City Council Policy 6.7 to increase the maximum Teen Council membership from 11 to 15 and direct staff to incorporate the change in the next update of the City Council Policies Resolution. Attachment: Excerpt from City Council Policy No. 6.7 (Policies Resolution No. 2009-2811) 001 ATTACHMENT AMENDMENT TO SECTION 3, MEMBERSHIP AND ORGANIZATION, OF POLICY 6.7, TEEN COUNCIL, CITY COUNCIL RESOLUTION NO. 2009-2811 Policy 6.7: Teen Council 3. Membership and Organization All appointments to the Teen Council shall be made by the Mayor of the City of Moorpark, with approval of the City Council, consistent with the adopted Council policy on procedure for appointments (Policy 2.2). The Teen Council shall consist of no less than seven (7) and no more than eleven (15) members, with a goal of having a minimum of one (1) representative from each grade level from 7th grade to 12th grade. 002
