Lail, City Engineer/Public Works Director DATE: June 18, 2009 (CC Meeting of 07/01109) SUBJECT: Consider Review and Approval of Conceptual Construction Plans for the Princeton Avenue Widening Project(Project 8012) DISCUSSION A. Background and Overview On March 16, 2008, the City Council approved the selection of Penfield and Smith (PS) for the preparation of construction plans, specifications, and cost estimate for Project 8012. The conceptual design is now complete, identifying the proposed right-of-way with the required right-of-way or construction. B. Current Project Status 1. Environmental Document. A Mitigated Negative Declaration/Environmental Assessment for the project was approved by the City Council in May 1999. 2. Right-of-Way Acquisition: The design identified 38 parcels where additional right-of-way would be required. To date, 26 of those parcels have been acquired, of the remaining 12 parcels, 4 are owned by the State of California and 1 owned by Ventura County Watershed Protection District. The remaining 7 parcels are privately owned and staff is planning to work with City's real services agent to acquire the necessary right-of-way and slope easements. 3. Revised Design: The conceptual project design is summarized as follows: • Realign the street 9 feet to the south of the existing centerline to provide the following improvements within that 88' right-of-way corridor: SAPublic Works\Everyone\Reports\Staff Reports\2009\July\Princeton Conceptual Plans.doc 037 i Honorable City Council July 1, 2009 Page 2 Description Width (ft) Two 12'wide travel lanes 24 Center median 14 Two 8' paved shoulders(Bike Lanes) 16 Two 17'wide dirt shoulders beyond the edge of pavement 34 88 By moving the street centerline 9' south of the existing centerline the right-of-way take and slope easement required for the project was reduced as shown on the chart below, this reduction would reduce the acquisition cost for the project. As compared to the original design the maximum height of the retaining wall on the north side is 12 feet as compared to over 30 feet of soil nails retaining walls again reducing the cost of construction. Additionally by moving the centerline the A parcel-to-parcel comparison is shown on Attachment 1. Funding Source: The funding source for this project is Fund 2501: Los Angeles Avenue AOC Fund.
