CALL TO ORDER: Mayor Parvin called the meeting to order at 5:45 p.m. 2. ROLL CALL: Present: Councilmembers Mikos, Millhouse, Van Dam, and Mayor Parvin. Staff Present: Steven Kueny, City Manager; Hugh Riley, Assistant City Manager; Barry Hogan, Deputy City Manager; David Bobardt, Planning Director; David Moe, Redevelopment Manager; and Deborah Traffenstedt, Administrative Services Director/City Clerk. 3. PUBLIC COMMENT: None. 4. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 5. PRESENTATION/ACTION/DISCUSSION: A. Consider Entitlement Process for the Charles Street Affordable Housing Rental Project. Staff Recommendation: 1) Authorize staff to proceed with second option described in agenda report; and 2) Direct City Manager to execute any documents necessary to apply for tax credits. Mr. Riley introduced Douglas Tapking, Executive Director of the Area Housing Authority of the County of Ventura. Mr. Tapking stated they were proceeding as expeditiously as possible in working with the City to develop an affordable housing project in order to be able to obtain project approval and submit a tax credit application in this year's application cycle. 075 Minutes of the City Council Moorpark, California Page 2 April 29, 2009 MOTION: Mayor Parvin moved and Councilmember Millhouse seconded a motion to: 1) Authorize staff to proceed with second option described in agenda report; and 2) Direct the City Manager to execute any documents necessary to apply for tax credits. The motion carried by unanimous voice vote. B. Consider Resolution Directing the Planning Commission to Study, Hold a Public Hearing and Provide a Recommendation on an Amendment to the General Plan Land Use Element Related to Density Bonus Provisions and an Amendment to Chapter 17.64 Density Bonus Provisions, of Title 17, Zoning, of the Moorpark Municipal Code. Staff Recommendation: Adopt Resolution No. 2009-2810. Mr. Kueny gave the staff report and stated the resolution was revised to reflect that the Downtown Specific Plan would also be amended. There were no speakers. MOTION: Mayor Parvin moved and Councilmember Mikos seconded a motion to adopt Resolution No. 2009-2810, as amended, directing the Planning Commission to study, hold a public hearing, and provide a recommendation on an amendment to the General Plan Land Use Element and Downtown Specific Plan related to density bonus provisions and an Amendment to Chapter 17.64 Density Bonus Provisions, of Title 17, Zoning, of the Moorpark Municipal Code. The motion carried by unanimous voice vote. 6. CLOSED SESSION: None was held. 7. ADJOURNMENT: Mayor Parvin adjourned the meeting at 5:50 p.m. Janice S.
