SUBJECT: Consider Purchase of Three Compressed Natural Gas (CNG) Transit
Buses
SUMMARY
The City Council is being asked to consider approving the purchase of three, 32-foot, CNG
buses with a seating capacity of 27 passengers per bus. Creative Bus Sales of Chino,
California, is an approved vendor that can supply these vehicles. The City has obtained
$1,260,000 in federal funds through the American Recovery and Reinvestment Act(ARRA)
of 2009 for the purchase of the buses. Draft FY 2009/10 budget includes a budgeted
amount of 1.26M for the purchase of these buses.
BACKGROUND
The current transit system utilizes three buses daily for the City's two-route system (Route
1 and Route 2). Two buses are dedicated to their respective routes, while the third bus.
acts as a relief for both routes. The City owns five buses: A 1998 Bluebird (Bus 6433); two,
2002 El Dorado MST II's (Buses 6448 and 6449); and two, 2006 El Dorado MST II's
(Buses 66456 and 66457). Buses 6433, 6448, and 6449 are ready for replacement. Bus
6433 has not been used for over a year and is only used if necessary due to its age and
out-dated style. The buses are standard-floor buses, which require stairs to board the bus.
The standard-floor buses also require the use of a wheelchair lift. Occasionally, a
wheelchair lift will malfunction, thus preventing the bus from being accessible to disabled
passengers. Although the wheelchair lift has a manual override for assisting passengers to
disembark, it cannot be used for boarding passengers. Four of the buses seat 25
passengers and Bus 6433 seats 24 passengers. All five buses use diesel fuel. All of the
buses with the exception of Bus 6433 were retrofitted with diesel particulate matter control
devices in 2007 to comply with California Air Resources Control Board (CARB) emission
requirements. The devices were designed to reduce particulate matter pollution by 85%.

The ARRA apportioned $18,537,704 in federal stimulus funds to Ventura County transit
agencies for transit capital projects. Of the initial $10,158,514 programmed, Moorpark
received $1,260,000. The ARRA fund is reimbursement-based, but does not require any
local match, wherein traditional federally funded transit projects require a 20% local match.
By obtaining the ARRA funds, the City can purchase more buses sooner than if it had to
rely on its traditional funding options.
DISCUSSION
Buses 6433, 6448 and 6449 have reached an age and mileage that makes them eligible
for replacement per federal guidelines. June 3, 2009, City Council approved entering into
an agreement with the City of Simi Valley for the fueling of CNG buses at its Transit
Maintenance Facility. On June 15, 2009, the City of Simi Valley approved entering into the
agreement as well. The City's current contractor for bus operation and maintenance,
CUSA, has also agreed that it is willing and able to continue providing services for the City
if it were to convert to a CNG fleet (Attachment 1).
Creative Bus Sales, based in Chino, California, has a contract with the State of Minnesota
that allows public agencies outside of the state to purchase El Dorado National EZ Rider II
buses. The procurement process was performed per Federal requirements and is eligible
for ARRA funded purchases. Attachment 2 provides Creative Bus Sales' quote and bus
details. The 32-foot CNG bus provides seating for 27 passengers or 18 passengers and
three wheelchairs. The City's current fleet of 28-foot buses seat 25 passengers or 19
passengers and two wheelchairs. The EZ Rider II bus is a low-floor bus, which means that
no steps are required for boarding (although the bus does have two steps to board the
back 15 seats). Passengers with wheelchairs will no longer have to use a wheelchair lift,
but will instead use a simple ramp. The EZ Rider II is a heavy duty bus and can be
expected to be in service for 12 years. Tests indicate that the EZ Rider II can operate
reliably for 500,000 service miles. Delivery is typically one year after purchase.
Additional features of the bus include-
• Two doors, which will allow passengers in wheelchairs to board the bus and secure
seating without the need for turning around in tight quarters.
• Air conditioning/heating vents distributed throughout the bus instead of a simple rear
ventilation system.
• Automated bus stop announcement system.
• Seven hand straps on ceiling grab rails.
• Security camera system, including three inside cameras and one outdoor camera
(that will monitor the bus doors).
• Back up camera system that permits the driver to see what is behind the bus while
going in reverse.
• Buses will be assembled in Riverside, CA, which helps to keep jobs in the state.

FISCAL IMPACT
Creative Bus Sales' purchase quote for 3, 32-foot CNG buses is$1,191,211.80 (including
taxes and fees). Staff recommends rounding the purchase price up to$1,200,000 in case
new products or suggestions develop during the course of the buses construction. $60,000
remains available for additional expenditures associated with the new buses include new
interior and exterior decals and inspection services prior to acceptance of the buses. Staff
is also attempting to determine if the City can use the ARRA funds to pay for the CNG
meter to be installed at the Simi fueling facility. Total expenditures are expected to be no
more than the ARRA funds of$1,260,000. The purchase of the buses is cost neutral for
the City as it will receive up to $1,260,000 in reimbursement funding for expenditures
associated with the bus purchase.
STAFF RECOMMENDATION
Authorize the City Manager to issue a Purchase Order to Creative Bus Sales for the
purchase of three CNG buses in an amount not to exceed $1,200,000.

Thank you for your request regarding the possibility of CNG buses for the
Moorpark service. As you know we currently operate CNG units for the Los
Angeles Department of Airports and are very familiar with the maintenance and
operation of such units.
Should Moorpark choose to operate CNG buses for the transit program we would
be happy to support these units with our current contract or any future
extensions.
We have the training capacity, operational ability and the maintenance
technicians to manage such a fleet. In addition we would be happy to
work with the vehicle manufacturer to develop training programs and operational
protocol. This will assist us and the City of Moorpark to have appropriate
documentation for the units and their operations as well as maintenance.
