CITY OF MOORPARK,CALIFORNIA City Council Meeting of 7-�5-aAO9 MOORPARK CITY COUNCIL AC11ON: AGENDA REPORT 3Y: TO: The Honorable City Council FROM: Jennifer Mellon, Senior Management AnalystC� DATE: July 1, 2009 (CC meeting of July 15, 2009) SUBJECT: Consider Authorizing Submittal of a Used Oil Recycling Block Grant Application to the California Integrated Waste Management Board SUMMARY The City Council is being asked to consider approving the submittal of the City's annual application for a Used Oil Block Grant to the state of California Integrated Waste Management Board. DISCUSSION In 1993 the City began receiving Used Oil Recycling Block Grants and began a Used Oil recycling program. The grants are administered by the California Integrated Waste Management Board (CIWMB)with the main goal to provide funding to local governments in order to establish and maintain used oil collection programs that encourage recycling of used motor oil. Recently the state allowed Used Oil Block Grant funds to be spent on certain federally-mandated National Pollutant Elimination System (NPDES) activities connected to illegal disposal of motor oil. Used motor oil is recycled through Certified Used Oil Collection Centers and the City monthly Household Hazardous Waste(HHW)collection events. Moorpark residents can attend HHW events three times per month: on the second Friday; on the Saturday following the second Friday; and on the third Saturday of the month (except for December). Two certified centers in Moorpark, Jiffy Lube and Autozone, accept a maximum of five (5)gallons of used oil per person, per day free of charge. The certified centers must offer a $0.04 per quart recycling incentive to walk-in clients. Grant funds may be used to purchase equipment for a certified center such as holding tanks and tools to test for contamination. The funding is distributed on a per capita basis. Moorpark is entitled to receive approximately $5,000 in the upcoming cycle 15, and the money is available on a reimbursement basis for SACommunity Services\ADMINISTRATIVE\CC Reports\2009\7-15-09(UOBG Cycle 15).doc 082 Honorable City Council July 15, 2009 Page 2 three years (2009-2012). In the past, Moorpark received approximately $9,000; however, grant funding for used oil collection has been reduced by approximately 50% due to state budget cuts and this cycle the City will qualify for the minimum grant amount of$5,000. The grant administrators at the CIWMB have the authority to determine if grant funds can be used for a particular activity. Approved uses include purchasing equipment, contaminated oil disposal, overhead costs, staff time, public information, promotional items, and NPDES activity related to preventing disposal of used motor oil into the environment. Historically the City has used the grant funds for a balanced mix of all the approved expense categories. The grant application must contain an approved resolution from each City's governing body authorizing submittal of the application and identify the individual authorized to executive any agreements, contracts, and requests for payments. During the last application cycle in 2008, the City adopted a resolution to cover grant submittals to the CIWMB through June 30, 2011. The resolution will be included with the application. FISCAL IMPACT Funding for the used oil program is budgeted in Solid Waste and as funds are expended staff provides reports to the California Integrated Waste Management Board for reimbursement. STAFF RECOMMENDATION Authorize submittal of the used oil recycling block grant application to the California Integrated Waste Management Board. 083
