Lail, City Engineer/Public Works Director Prepared by: Dave Klotzle, Assistant City Enginee DATE: July 3, 2009 (CC Meeting of 07116/09) SUBJECT: Consider Plans and Specifications and Authorization to Advertise for Bids for 2009 Pavement Rehabilitation — Project 8002 BACKGROUND One of the elements of the City's pavement maintenance program is the periodic application of a protective slurry seal to the pavement surface of all of the streets in the City. The program objective is to maintain a bi-annual program (construct a project every other year) in which each project addresses approximately one-third of the residential streets in the City. In this way, every residential street in the City should be slurry sealed once every six (6) years. The last program was constructed in FY 2006/07. Project plans and specifications have been prepared by staff and are ready to advertise for bids. DISCUSSION A. Scope of Work The proposed project will include two types of pavement rehabilitation: a) Type II Slurry for some streets, and b) an Asphalt Rubber Aggregate Membrane (ARAM) surface for others. The slurry seal portion of the project will include sealing of existing cracks where required, the application of Type II Slurry and the re-striping of all affected streets subsequent to the application of slurry seal. SAPublic Works\Everyone\Reports\Staff Reports\2009\July\2009 Pavement Rehabilitation Bid Solicitation.doc 086 Honorable City Council July 15, 2009 Page 2 The ARAM pavement surface is a type of a cape seal requiring three steps: A) the application of an asphalt-rubber binder which is sprayed onto the existing pavement, followed immediately by B) the spreading of a pre-coated rubber/gravel aggregate which is then "rubber-tire" rolled and embedded into the asphalt-rubber binder, followed one or two days later by C) a Type II Slurry Seal. The asphalt- rubber binder includes material from recycled tires. An ARAM pavement surface is typically used to improve deteriorated pavement at a lower cost than the traditional asphalt overlay or pavement reconstruction. Manhole and water valve covers will be adjusted to the new pavement surface as required. An agreement between the City and Ventura County Waterworks District No 1. provides that the District will reimburse the City for the costs to adjust their sewer manholes and water valve covers. The parking lots at three of the City's parks (Peach Hill, Mountain Meadow and Tierra Rejada) will also be slurry sealed as a part of this project. It is anticipated that funding for the parking lots will be from the Park Maintenance Fund (2400) or General Fund (1000). At the time of award a budget amendment will be prepared based on the funding source. The streets and parking lots included in the 2009 Pavement Rehabilitation Project are shown on the maps (Attachment 1), and listed in the charts (Attachment 2). Staff has prepared final Plans and Specifications for the subject project, a copy of which has been placed on top of the file cabinet in the City Council Conference Room. Staff has conducted an environmental determination and found the project to be categorically exempt. B. Proiect Costs The project has been broken into three bid schedules to provide flexibility in awarding a contract. All three bid schedules or any combination of schedules could be awarded depending on the actual bid prices received. Schedule The anticipated project schedule is as follows: Advertise for Bids 07/27/2009 Bid Opening 08/25/2009 Award of Construction Contract 09/02/2009 Notice to Proceed 09/14/2009 Project Completion 11/06/2009 FISCAL IMPACT The Fiscal Year 2009/10 Capital Improvements Budget adopted by City Council includes $682,548 for the construction of the 2009 Pavement Rehabilitation improvements. At the time of contract award, staff will present a budget amendment to allocate additional funds as summarized in the table below.
