Traffenstedt, Administrative Services Director /City Clerk DATE: August 14, 2009 (CC Meeting of 09/02/09) SUBJECT: Consider Resolution Amending the Fiscal Year 2008/09 Budget to Pay for the May 19, 2009, Special Municipal Election BACKGROUND AND DISCUSSION On March 4, 2009, the City Council approved Resolution No. 2009 -2798, changing the date for the Special Municipal Election to May 19, 2009, to permit consolidation with the Statewide Special Election in expectation of a cost savings to the City. It was originally estimated that a stand -alone special election for June 2, 2009, would cost the City over $100,000. Money was not specifically budgeted to pay for the Special Election, and the direction was to obtain approval of a budget amendment following receipt of the County Elections Division invoice. On August 4, 2009, the City received the County of Ventura Elections Division's invoice for the May 19, 2009, Special Election, which shows a total cost of $44,600.95 (Attachment A). Although there was no money specifically budgeted for the Special Election, there was a remainder amount of approximately $3,530 that was budgeted for but not spent on the November 2008 General Municipal Election. This leaves the remainder amount rounded to $41,070 for which a budget amendment is now required. Although the candidate statement costs shown on the attached invoice as totaling $2,215 were funded by deposits from the candidates, it is appropriate to show the expenditure as part of this budget amendment action. A draft resolution is attached to amend the prior Fiscal Year 2008/2009 budget by allocating $41,070 from the General Fund Reserve to pay for the Special Election on May 19, 2009. FISCAL IMPACT The Special Municipal Election on May 19, 2009, was not budgeted. The Fiscal Year 2008/09 Budget did include $15,000 to fund the November 2008 General Municipal Election, and approximately $3,530 of this amount was remaining at the end of the fiscal year. The cost of the County of Ventura election services was $44,600.95. THANK YOU! 5-09 Inv City of Moorpark Council.doc 256 ATTACHMENT B RESOLUTION NO. 2009- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCALYEAR 2008/09 BUDGET TO FUND PAYMENT OF THE SPECIAL MUNICIPAL ELECTION OF MAY 19, 2009 WHEREAS, on July 2, 2008, the City Council adopted the budget for Fiscal Year 2008/09; and WHEREAS, on March 4, 2009, the City Council adopted Resolution No. 2009 -2798 requesting the Board of Supervisors of the County of Ventura to consolidate the May 19, 2009 Special Municipal Election with the Special Statewide Election; and WHEREAS, a staff report has been presented to the City council requesting a budget adjustment in the aggregate amount of $41,070 in the General Fund (1000) to pay the County of Ventura for services rendered for the May 19, 2009, Special Municipal Election; and WHEREAS, Exhibit "A" attached hereto and made a part hereof, describes said budget amendment and its resultant impact to the budget line item. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: .SECTION 1. That a Budget amendment in the aggregate increase of $41,070 as more particularly described in Exhibit "A ", is hereby approved. .SECTION 2.. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
