CITY OF MOORPARK, CAIIFORN A City Council Meeting of 9 -02 0? ao 9 ACTION,„in MOORPARK CITY COUNCIL AGENDA REPORT TO: The Honorable City Council FROM: Jennifer Mellon, Senior Management Analyst DATE: August 19, 2009 (CC meeting of September 2, 2009) SUBJECT: Consider the 2008 AB 939 Annual Report SUMMARY Council is being asked to receive and file the 2008 AB 939 solid waste diversion compliance report (Attachment 1). As reported with the 2007 submission, reporting has changed from a diversion calculation to a pounds /person /day (PPD) calculation and data is provided in a timelier fashion. The reported 2008 residential number based on population is 3.9 PPD, down from the 4.9 PPD reported in 2007, and the employment number is 11.3 PPD, down from the 14 PPD reported in 2007. The goal is to see a decrease in pounds /person /day disposal generation each year in each designation. BACKGROUND Back in 1989, the Integrated Waste Management Act was passed which required jurisdictions to report the tonnage of waste diverted from disposal in the landfill. Through the act, a 50% diversion goal was mandated. Moorpark was successful in meeting the goal and has maintained a rate of over 50% diversion since the baseline disposal report was generated in 2000 — the 2006 rate was 56 %. In 2007 reporting criteria changed, SB 1016 was passed and the per capita disposal measurement system was implemented to make the process of goal measurement simpler and more accurate by using disposal numbers rather than diversion numbers. SB 1016 measures jurisdiction performance by a disposal -based indicator, the per capita disposal rate, which uses only two factors: a jurisdiction's population (which encompasses residential and employment numbers) and its disposal as reported by disposal facilities. The California Employment Development Department estimates a jurisdictions employment numbers as part of the calculation. The estimated numbers of employees calculated for Moorpark were 12,571 in 2007 and 12,696 in 2008. 309 Honorable City Council September 2, 2009 Page 2 DISCUSSION The California Integrated Waste Management Board (CIWMB) determined baseline target 50% diversion equivalent numbers using an average of data over a four year range. Each jurisdiction has a calculated, unique disposal rate of pounds /person /day (PPD) that is based upon that jurisdictions data. The Moorpark 50% per capita disposal target rate baseline for population was calculated at 6.0 PPD and the employment baseline at 17.9 PPD. Actual numbers reported for 2008 are far below the baseline which highlights that Moorpark is diverting a large amount of material from the landfill and that the population of Moorpark is decreasing their disposal. In 2008 the population number is 3.9 PPD and the employment number is 11.3 PPD (2007 numbers were 4.9 PPD and 14.0 PPD respectively). The goal, through recycling and source reduction programs is to lower PPD each year, disposing of less means reduction of waste generated by residents, diversion of more material, or both. In order to continue to lower the PPD number staff will pursue various avenues including education on overall source reduction and recycling as well as focus on commercial and multi - family recycling efforts, composting, and a food waste program for businesses.
